AN ORDINANCE WAIVING THE REQUIREMENTS OF COMPETITIVE
BIDDING FOR THE PURCHASE OF RIOT GEAR FOR THE
FAYETTEVILLE POLICE DEPARTMENT .
BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF
FAYETTEVILLE , ARKANSAS :
Section 1 . That the Board of Directors hereby waives
the requirements of competitive bidding for the purchase of
riot helmets and carrying bags for the Fayetteville Police
Department for the reason that said requirements are not
practical because of the difficulty in determining compliance
with bid specifications , the limited number of suppliers , and
the immediate need for such equipment .
Section 2 . The Board of Directors hereby determines
that ttHeA Fayetteville 'Police Department must be equipped
with riot gear in order to adequately protect the public
safety and welfare ; that the requirements of competitive
bidding for the purchase of said riot gear are not practical
for the reasons hereinabove stated ; and that the immediate
passage of this original is necessary to insure the delivery
of said riot gear without a � delay of several months . There -
fore , an emergency is hereby declared to exist and this
ordinance being necessary for the public safety and welfare
shall be in full force and effect from and after its passage
and approval .

having a second class mailing privilege, and being not less than four pages of
five columns each, published at a fixed place of business and at a fixed (daily)
intervals continuously in the City of Fayetteville, County of Washington, Arkansas
for more than a period of twelve months, circulated and distributed from an
established place of business to subscribers and readers generally of all classes
in the City and County for a definite price for each copy, or a fixed price per
annum, which price was fixed at what is considered the value of the publication,
based upon the news value and service value it contains, that at least fifty percent
