AN ORDINANCE WAIVING COMPETITIVE BID REQUIREftotttlPyYAR
FOR THE PURCHASE OF SLURY SEAL EMULSION OIL . � TCf � ER K
BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF
FAYETTEVILLE , ARKANSAS .
Section 1 . That the Board of Directors`� ePIED
the requirements of competitive bidding for the purchase of
CSS1H emulsion oil for the 1980 Slury Seal Street Program
C for the reason that said requirements are not feasible
because there is only one supplier at this time .
Section 2 . The Board of Directors hereby authorizes
the purchase of type CSS11-1 Slury Seal emulsion oil from
Bitucote Corporation of St . Louis , Missouri at $ . 6474 per
gallon with deliveries in 6 , 000 gallon truck load lots as
requested by the Street Superintendent with deliveries to
begin on or about August 6 , 1980 and end on or about October 8 ,
1980 . Said delivery shall be made to North Little Rock , Arkansas .
Section 3 . The Board of Directors hereby determines
that the City Street Department is in immediate need of emulsion
oil for the 1980 Slury Seal Program ; that completion of the
1980 Slury Seal Program is essential to the public health ,
safety and welfare ; and that the passage of this Ordinance is
necessary to enable the purchase of said emulsion oil .
Therefore , an emergency is hereby declared to exist and this
Ordinance being necessary for the public health , safety and
welfare should be in full force and effect from and after its
passage and approval . {'
