WHEREAS , approximately 264 lineal feet of 15 " drain4ge �Ii tile needs to be installed immediately at Drake Field al§�lg W r the fence East of the control tower ; and '(�= U� rn G7 C WHEREAS , because of the immediate need for the i - lin of said drainage tile it is not feasible . to advertise !M!s= w competitive bids . �� nL rl NOW , THEREFORE , BE IT ORDAINED BY THE BOARD OF DIR�� fc0 OF THE CITY OF FAYETTEVILLE , ARKANSAS : � N O � C7 Section 1 . That the Board of Directors hereby waives^ the requirements of competitive bidding for the installation of approximately 264 lineal feet of 15 " drainage tile at Drake Field along the fence East of the control tower for the reason that it is not feasible to meet said requirements because of the immediate need for installation of said drainage tile . Section 2 . That the Board of Directors hereby determines that there is an immediate need for the installation of approximately 264 lineal feet of 15 " drainage tile at Drake Field along the fence East of the control tower ; that the immediate installation of said tile is necessary to safeguard the public health , safety and welfare ; and that the passage of this Ordinance is necessary to accomplish the immediate installation of said drainage tile . Therefore , an emergency is hereby declared to exist and this Ordinance being necessary for the public health , safety and welfare shall be in full force and effect from and after its passage .
