AN ORDINANCE WAIVING THE REQUIREMENTS OF COMPETITIVE BIDDING
TO REPLACE A TAXIWAY AT DRAKE FIELD .
BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF
FAYETTEVILLE , ARKANSAS :
Section 1 . That the Board of Directors hereby waives the
requirements of competitive bidding for a contract to replace
a concrete taxiway in front of Tyson ' s Hangar at Drake Field
because said requirements are not feasible for the reason that
condition of said taxiway is in immediate need of repair to
alleviate a dangerous condition .
Section 2 . The Board of Directors hereby determines that
the taxiway in front of Tyson ' s Hangar at Drake Field is in need
of immediate repair to alleviate a hazardous condition ; and that
the passage of this Ordinance is necessary to make said immediate
repairs . Therefore , an emergency is hereby declared to exist ,
and this Ordinance being necessary for the public welfare shall
be in full force and effect from and after its passage .

Re : Taxiway Reconstruction for
Aircraft Hangars
Dear Mr . Palmer :
During our conversation of Febrt}ary 1 , 1979 , you stated that the
small taxiway serving the Tyson Foods Aircraft Hangar had . failed
under the weight of a new and larger Tyson airplane . The failure
occurred during a short period of thawing several weeks ago . The
thickness of the existing surface , base and subgrade is unknown
at this time .
Several types of pavements may be used in the reconstruction of
the taxiway . Asphaltic concrete or Portland cement concrete
overlays could be used ; however , the asphalt base and subgrade
should not be frozen at the time the overlays are placed . Addi -
tional damage to the taxiway may occur from construction
equipment using the existing surface after pavement structure
has thawed . Another alternative is to remove the existing
asphalt and base and to replace the failed pavement with new
asphaltic concrete or Portland cement concrete pavement . The same
construction problem may exist for the new asphaltic concrete as
stated above . Concrete pavement may be placed without damage to
the subgrade .
As you requested , we are recommending a pavement design . The
following pavement design and construction procedure is recom -
mended to expedite the taxiway reconstruction :
1 ) A 6 - inch reinforced portland cement concrete
pavement with a 4 - inch crushed stone base .
Reinforcement should be 6x6 / 10x10 welded faire
fabric placed in the center of the slab .
Concrete should have a minimum 3000 psi strength .
Longitudinal sawed joints should be along the
centerline of the slab and transverse sawed
joints should be at a maximum spacing of 15 feet .

2 ) Remove the existing asphalt surface and base .
3 ) Excavate and compact subgrade .. to the desired elevation
for the above stated pavement design , using hand
compaction if necessary .
4 ) Place and compact a 4 - inch layer Of crushed stone ( SB - 2 )
base , using hand compaction if necessary .
5 ) Place 6 - inch concrete slab .
6 ) Protect subgrade , base , and concrete from freezing temp
-
eratures during construction . Protect concrete for a
minimum of four days .
