C BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF FAYETTEVILLE , ARKANSAS : Section 1 . That the Fayetteville Code of Ordinances is hereby amended by adding Section 19 - 250 . 1 to read as follows : Sec . 19 - 250 . 1 . Soliciting from public roadways or sidewalks prohibited . No person shall stand in a public roadway or upon a public sidewalk for the purpose of soliciting a monetary contribution or selling goods or services to any occupant of a motor vehicle . Section 2 . The Board of Directors hereby determines that there exists in the City a recurring practice of individuals standing in public roadways or upon public sidewalks to solicit monetary contributions or the sale of goods or services to occupants of motor vehicles ; that said practice creates a traffic hazard and is dangerous to the public safety ; and that the immediate passage of this ordinance is necessary to prohibit such practice . Therefore , an emergency is hereby declared to exist , and this ordinance , being necessary for the public health , safety and welfare , shall be in full force and effect from and after its passage and approval . ////,,JJ ��--- // -- � PASSED AND APPROVED this � ( day of (1�d� 6&2 1978 .
