That Section 14 - 6 of the Fayetteville Code of Ordinances is hereby amended by adding Sub- section ( d ) to read as follows : ( d ) From each defendant upon each judgment of conviction , plea of guilty or nolo contendre , or for- feiture for failure to appear in misdemeanor and violation cases , except parking violations , there shall be levied and collected by the Municipal Court, in addition to all other costs now or as may hereafter be provided by law , the following : ( 1 ) For violations of ordinances of the City of Fayetteville or for violations of state laws com- mitted within the corporate limits of the city , the sum of $ 2 . 00 . All collections from costs levied pursuant thereto shall be paid over to the City Controller monthly , and shall be credited to the general fund . Section 2 . The Board of Directors hereby determines that general fund revenues are not presently sufficient to adequately finance the proper administration of justice ; that the proper administration of justice is necessary for the public health , safety , and welfare ; and that the immediate passage of this ordinance is necessary to assist in the adequate financing of the proper administration of justice . Therefore , an emergency is hereby declared to exist , and this ordinance being necessary for the immediate preservation of the public peace , health , and safety , shall be in full force and effect from and after the date of its passage .
