AN ORDINANCE WAIVING FORMAL BID REQUIREMENTS FOR THE
PURCHASE OF A MUELLER DRILLING MACHINE AND AIR MOTOR HOLDER
FOR THE WATER AND SEWER DEPARTMENT .
WHEREAS , the Water and Sewer Department of the City of
Fayetteville is in immediate need of one Mueller drilling
machine and one Mueller air motor holder ; and
WHEREAS , because of said immediate need , it is not practical
to advertise for competitive bids for the purchase of said
equipment .
NOW , THEREFORE , BE IT ORDAINED BY THE BOARD OF DIRECTORS
OF THE CITY OF FAYETTEVILLE , ARKANSAS :
Section 1 . That formal bid requirements for the purchase
of one CL- 12 Mueller drilling machine (without drilling heads )
and one 83800 Mueller air motor holder be , and the same are
hereby , waived .
Section 2 . The Board of Directors hereby determines that
the immediate purchase of one Mueller drilling machine and one
Mueller air motor holder is necessary for the water and Sewer
Department to provide adequate water and sanitation service to
the citizens of the city ; that said service is necessary for
the public health , safety and welfare ; and that the passage
of this ordinance is necessary to enable said purchase . There -
fore , an emergency is hereby declared to exist , and this or-
dinance being necessary for the public health , safety and
welfare , shall be in full force and effect from and after its
passage .
