That Section 20- 33 . 4 ( 2 ) of the Fayetteville Code of Ordinances is hereby amended to read as follows : ( 2 ) Waiting time : Fifteen Cents ( $ 0 . 15 ) for each minute of waiting time or fraction thereof . Provided , however , that the first two ( 2 ) minutes of waiting time shall be without charge . Section 3 . That Section 20- 33 . 7 ( c ) of the Fayetteville Code of Ordinances is hereby amended to read as follows : ( c ) Refusal to carry orderly passengers prohibited . No driver shall refuse or neglect to convey any orderly person or persons , or any person or persons accompanied by a seeing eye dogior a seeing eye dog upon request , unless unable or forbidden by the provisions of this article to do so ; provided , it shall not be unlawful for a driver to refuse or neglect to convey any passenger who has previously refused or failed to pay a legal fare as provided in this article . That Section 20- 33 . 7 ( e ) of the Fayetteville Code of Ordinances is hereby amended to read as follows : ( e ) Passengers without fare prohibited . No driver shall permit any person to be carried in a taxicab as a passenger without payment of the legal fare mentioned in this article while a fare paying passenger is also being carried in said cab . Section 5 . The Board of Directors hereby determines that the provision of adequate taxicab service to the citizens of the City of Fayetteville is necessary for the public health , safety and welfare and further determines that the passage of this ordinance is necessary for the provision of such service . There- fore , an emergency is hereby declared to exist , and this ordinance being necessary for the public health , safety , and welfare , shall be in full force and effect from and after its passage .
