AN ORDINANCE WAIVING THE REQUIREMENTS OF COMPETITIVE
BIDDING FOR THE CONSTRUCTION OF A PAVILION AND PICNIC TABLES
AT LAKE WILSON PARK ,
WHEREAS , Fayetteville Jaycees , Inc . have raised $ 3 , 000 . 00
in matching funds for a $ 3 , 000 . 00 Bicentennial Federal Grant ; and
WHEREAS , the purpose of said grant is to finance a part of
the cost of a pavilion and picnic tables at Lake Wilson Park ; and
WHEREAS , the estimated cost of materials and labor for said
pavilion and picnic tables is $ 6 , 000 . 00 ; and
WHEREAS , Fayetteville Jaycees , Inc . has proposed to construct
said pavilion and picnic tables for $ 6 , 000 . 00 , and to reimburse
labor costs to the city as a donation to finance additional im-
provements at Lake Wilson Park .
NOW , THEREFORE , BE IT ORDAINED BY THE BOARD OF DIRECTORS
OF THE CITY OF FAYETTEVILLE , ARKANSAS :
Section 1 . That the Board of Directors hereby waives
the requirements of competetive bidding for the construction of
a pavilion and picnic tables at Lake Wilson Park .
Section 2 . The Board of Directors hereby determines that
the construction of a pavilion and picnic tables and other
recreational facilities at Lake Wilson Park is necessary for the
public health , safety , and welfare and that the passage of this
ordinance is necessary to enable the construction of said facilities .
Therefore , an emergency is hereby declared to exist and this or-
dinance being necessary for the public health , safety and welfare ,
shall be in full force and effect from and after its passage .
