WHEREAS , a public hearing was held before the Planning Commission of the City of Fayetteville , Arkansas on July 20 , 1971 , on a petition by the Planning Commission request - ing that the Board of Directors enact an ordinance rezoning the following described property presently zoned R - 0 , Residential Office District to C - 2 , Thoroughfare Commercial District . Beginning at a point where the east ROW line of Highland Avenue intersects with the North line of Dickson Street , thence North along the East ROW line of Highland Avenue to the Northwest (NW) corner of Lot 4 of Block Ten ( 10 ) of the County Court Addition , thence East along North line of Lot 4 to the North - east corner of Lot 4 which is a point on the West ROW line of College Avenue , thence South along the West ROW line of College Avenue to the point where the West ROW line of College Avenue intersects with the North ROW line of Spring Street , thence West along the North ROW line of Spring Street to the Southwest corner of Lot Twelve ( 12 ) of the Subdivision of Block One ( 1 ) of the Original Town Plat which is a point on the East line of the North - South alley location in Block 1 of the Original Town Plat , thence North along East line of the alley running North and South in Block 1 to the South ROW line of Dickson Street , thence West along the South line of Dickson Street to a point where the East ROW line of Highland , if extended South , would intersect with the South line of Dickson Street , thence North to the point of beginning . and , WHEREAS , notice of said public hearing setting forth the time , date , place and purposes of said hearing and location of the property was published in the Northwest Arkansas Times , a newspaper of general circulation in the City , more than fifteen days prior to said public hearing , and MICROFIUv;.D DATE OCT t 2 ,aye 9 REEL 11- DEED 8i8 PtiCF191 2 WHEREAS , following said public hearing , said Planning Commission certified to the Board of Directors of the City of Fayetteville , Arkansas , its recommendation that an Ordinance be adopted rezoning the above described property presently zoned R - 0 , Residential Office District to C - 2 , Thoroughfare Commercial District . NOW , THEREFORE , BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF FAYETTEVILLE , ARKANSAS : Section 1 . That the above described property which is presently zoned R - 0 , Residential Office District be , and the same hereby is , rezoned to C - 2 , Thoroughfare Commercial District , Section 2 .
