WHEREAS , at its meeting on April 1 , 1969 , the Planning Commission of the City of Fayetteville , Arkansas , by Resolution PC 13 - 69 , recommended to the Board of Directors of the City of Fayetteville , Arkansas , that an ordinance be enacted for the purpose of designating the entire length of U . S . Highway 71 By - Pass as a controlled access highway . NOW , THEREFORE , BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF FAYETTEVILLE , ARKANSAS : SECTION 1 . That U . S . Highway 71 By - Pass be , .and the same hereby is , designated a controlled access highway . SECTION 2 . That all ordinances or parts of ordinances in conflict herewith are hereby repealed , and this ordinance shall be in full force and effect from and after its passage , approval , and publication .
