AN ORDINANCE ESTABLISHING AN AMBULANCE SERVICE IN THE CITY OF FAYETTE-
VILLE , ARKANSAS , CREATING A DEPARTMENT THEREFOR , AND ESTABLISHING
RATES FOR SAID SERVICE , AND FOR OTHER PURPOSES .
WHEREAS , the private ambulance service operators in the City
of Fayetteville , Arkansas , have heretofore given notice to the
, Board of Directors of the City of Fayetteville , Arkansas , of their
intention to cease operating such services within the City of
Fayetteville , Arkansas , on September 30 , 1966 , and pursuant to such
notice did on said date in fact terminate such services , and
WHEREAS , following receipt of said notice the Board of
Directors adopted Ordinance No . 1511 , of August 15 , 1966 , regulating
private ambulance services within the City of Fayetteville , Arkansas ,
declaring same to be a public utility and providing for licensing
of same and the issuance of a certificate of public convenience and
necessity for the operation of such service within the City of
Fayetteville , Arkansas , and
WHEREAS , despite the best efforts of the Board of Directors
to encourage some private person , firm or corporation to undertake
said service , no such private operator has yet been found , which
would be willing and able to undertake such service on terms which
could be accepted by the City , and no such operator has been licensed
to undertake such service , and
WHEREAS , as such service is necessary and essential to the
health , safety and welfare of the citizens of the City of Fayette -
ville , the Board of Directors has determined that the public interest
requires that the City of Fayetteville provide said service until a
private operator can be found and licensed to assume such service ,
and to that end to create a department charged with operation of
said service , and to provide rates for said service .
NOW , THEREFORE , BE IT ORDAINED BY THE BOARD OF DIRECTORS OF
THE CITY OF FAYETTEVILLE , ARKANSAS !
SECTION 1 . There is hereby created the Ambulance Service
Department of the City of Fayetteville , which department is charged
with the responsibility of providing ambulance service within the
corporate limits of the City of Fayetteville , Arkansas , and so much
of the surrounding area as may be reasonable and practicable in the
judgment of the officials supervising the operation of said Depart-
ment .
SECTION 2 . That the direction and supervision of said Depart-
ment shall be under the direct control of the Fire Chief and
Assistant Fire Chief , who shal-1—in-turn be under the general supervision

of the City Manager . Said officials shall be responsible for the
promulgation of such regulations governing the operation of the
ambulance service and Department, as may be necessary to carry out
the terms of this ordinance .
SECTION 3 . That the ambulance service hereby authorized
shall be provided at the following rates and charges to patrons :
Minimum Basic Charges
Per Stretcher Patient (Within City Limits ) $ 20 . 00
Per Stretcher Patient (Outside City Limits ) 25 . 00
Per Sit-Up Patient In Seat (Within City Limits ) 10 . 00
Per Sit-Up Patient in Seat (Outside City Limits ) 12 . 50
Transfer , with Patient 25 . 00 plus $ . 50 per mile
Additional Charges
Mileage For Outside City Calls Only , With
Patient , with the minimum as indicated above $ 1 . 00 per mile
Oxygen Rendered 5 . 00
Resuscitator 7 . 50
Meeting Train or Airplane 10 . 00
Stand-by Time 2 . 50 per 15 minutes
Splinting , bandages , etc . . 50 each
SECTION 4 . All billing and collections shall be administered
by the Department of Finance of the City of Fayetteville , Arkansas ,
and funds received shall be credited to the General Fund ,
SECTION 5 . That to the extent any of the provisions of
Ordinance No . 1511 of August 15 , 1966 , may be in conflict with the
provisions of this ordinance , such provisions of Ordinance No . 1511
shall be temporarily suspended for so long as the instant ordinance
shall remain in force and effect .
SECTION 6 . It is hereby determined that inadequate emergency
ambulance service within said City will result in a condition menacing
to the public peace , health and safety and , therefore , an emergency
exists and this ordinance being necessary for the immediate preserva-
tion of said public peace , health and safety , same shall be in force
and effect from and after its passage and approval .
