AN ORDINANCE CREATING THE BUSINESS OFFICE OF THE CITY OF FAYETTEVILLE,
ARKANSAS , DEFINING ITS FUNCTIONS , AND FOR OTHER PURPOSES♦
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVIIIE,
ARKANSAS :
Section 1 . There is hereby created the Business Office of the City
of Fayetteville, Arkansas , which office shall perform the functions set
out in Section 2 hereof .
Section 2. The Business Office of the City of Fayetteville, Arkansas
- shall perform the following functions : it shall collect a4l revenues due
to the City of Fayetteville, Arkansas , whether from general advalorem taxes ,
special advalorem taxes , revenues , whether water, sewer or sanitation and
all licenses , fees and permit charges as well as all inspection charges
and all other monies due to the City of Fayetteville, whether from tax
sources , persons, firms or corporations , public or private , except that
where the general statutes of the State of Arkansas specifically require

that any of the above enumerated funds be paid to any other officer or
agency, the terms of such general statute shall not be affected by the
terms of this ordinance and this ordinance shall not in any wise be
construed to conflict with any such general statutes .
Section 3. The Business Office shall be supervised by an auditor
whose duty it shall be to see that all funds paid into the City of
Fayetteville from whatever source are credited to the proper accounts and
to keep accurate statement of accounts on all funds paid into the City
of Fayetteville and to ascertain prior to the issuance of any warrants,
checks or vouchers against said funds that . such warrants , checks or
vouchers are drawn on the proper funds and that funds are available ,
in the proper account for the purpose of the payment of such warrants ,

checks and vouchers and 1W such warrant , check or voucher alk be
approved by the Business Office and the approval endorsed upon such
warrant, check or voucher, as the case may be, which approval shall imply
that the warrant, check or voucher is drawn on the proper fund in the
proper amount as fixed by the City Council of the City of Fayetteville,
Arkansas or such other branch of the municipal government as may be
authorized to determine the amounts , and that' funds are on deposit in
said account sufficient to pay the approved warrant , check or voucher

but no other or further significance shall be attached to the approval
of the business office, it not being the intention of this section to
deprive the executive.. legislative and administrative officers of any
of their prerogatives as prescribed by the general laws applicable to
municipal corporations and to cities of the first class in the State of
Arkansas .
Section 4. In all cases where sending of statements are required
or may be ordered by the City Council of the City of Fayetteville, Arkansas,
the Business Office shall cause such statements to be prepared and to
mail them to persons entitled to receive such statements of account .
Section 5 . All ordinances or parts of ordinances in conflict
herewith are hereby repealed and if any part , section, paragraph , sentence,
clause, phrase or word of this ordinance shall be held to be invalid,
it shall not thereby affect the remaining portions of this ordinance;
it being the expressed intention of this Council that they would have
passed said ordinance with such invalid parts striker therefrom.
Section 6 . It, appearing that there is presently a great duplication
of services insofar as the collection of revenues in the City of Fayette-
ville are concerned and it being to the advantage of the citizens of the
City of Fayetteville that such duplication of services be eliminated
and that all of the collecting and disbursing of finds be paid out of
one office, and in order to effect an economical. system in the municipal
government and to keep accurate statements of accounts on all funds in
the City of Fayetteville, an emergency is hereby declared to exist and
this ordinance shall be in full force and effect from and after its
passage , approval and publication.
