HomeMy WebLinkAboutOrdinance 930 ORDINANCE NO . - Ju AN ORDINANCE SUBMITTING TO THE QUALIFIED ELECTORS OF THE CITY OF FAYETTEVILLE THE QUESTION OF THE EXPENDITURE OF SEVENTY"FIVE THOUSAND DOLLARS ( $752000 .00 ) BEING THE PROCEEDS OF THE SALE OF THE FAYETTEVILLE HOSPITAL BONDS ; DIRECTING THE EXPENDITURE OF SAID PROCEEDS FOR HOSPITAL PURPOSES BY THE CITY OF FAYETTEVILLE EITHER INDEPENDENTLY OR IN CONNECTION AND COOPERATION V,ITH THE COUNTY OF WASHINGTON AND THE UNIVERSITY OF ARKANSAS OR EITHER OF THEM AND EITHER IN CONNECTION 17ITH OR INDEPENDENT OF THE PRESENT HOSPITAL KNOWN AS THE CITY HOSPITAL , AND FOR OTHER PURPOSES . VMREAS , at a special election held on the 17th day of June , 1947 in the City of Fayetteville , Arkansas the qualified electors of the City of Fayetteville , Arkansas approved the issue of seventy—five thousand dollars ( $75 ,000. 00 ) in ad valorem bonds for the purpose of constructing additions to and remodeling the City Hospital , which successful proposal appeared on the ballot in the following form : . "For bond issue of $75 ,000. 00 for the purpose of con— structing additions to and remodeling City Hospital . " and ;';HEREAS , said bonds were sold by the City of Fayetteville , Arkansas and no part of the proceeds of said sale have been expended , and ' V'4MREAS , conditions have arisen which were not contemplated or foreseen at the time the question was submitted to the qualified electors . of the City of Fayetteville , Arkansas , and VHEREAS , the City of Fayetteville has no assurance that a Federal Grant supplementing the proceeds of sale of the hospital bonds will be granted , and VMREAS , the City of Fayetteville entertains serious doubts that by the expenditure of the unsupplemented proceeds of sale the present City Hospital can be remodeled and added to in a satisfactory manner , and WHEREAS , the City of Fayetteville has no assurance that the expenditure of the proceeds of the sale of the hospital bonds in the present location can be justified , and WHEREAS , the City of Fayetteville is of the opinion that the matter of the expenditure of the proceeds of the sale of the Fayetteville Hospital Bonds should be resubmitted to the qualified electors of the City of Fayetteville in order that they may express their views and direct the Council to expend said sums independently of the present City Hospital and jointly with the County of Washington and the University of Arkansas or either or both of them or r M1GRV� ,-• • _0 X918 ppSE0 • Pa" 2 independently in a new location in the City of Fayetteville , Arkansas either in connection with or independent of the present City Hospital . NWI THEREFORE , BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE , ARKANSAS : Section 1 : That the proceeds of the sale of 175 ,000 . 00 in Fayetteville Hospital Bonds be expended for hospital purposes either in connection with or independently of the present City Hospital; and in connection cath the County of : ;ashington and the University of Arkansas or either or both of them for hospital purposes generally , and that in the event said funds are expended in connection v:ith the County of ; :ashinCton and the University of Arkansas or either of them, that such expenditures shall be for common hospital purposes . Section 2 : It appearing that there is much diversity of opinion as to the advisability of the expenditure of the proceeds of the sale of 175 ,000 . 00 in Fayetteville Hospital Bonds , and the City Council being desirous of • expending said sums for hospital purposes in the manner in which the majority of its qualified electors voting on the question direct , an emergency is hereby declared to exist and this ordinance shall be in full force and effect from and after its approval by a majority of the qualified electors of the City of Fayetteville , Arkansas voting on the question dther-at a general election or a special election called for the purpose of determining the will of -the qualified electors aforesaid .
