1 . On and afterthe effective date of this ordinance , it shall be
laxful for the :;ity of Payetteville, i;rk:.nsas to install porkinl- motors
anJ to prescribe e:11 necessarj 'rules acid r4ulations for the use thereof .
2 . It appearing that parking conditions in the business districts
in the City of F<tyette :ille , Arkansas am very unsatisfactory and that
revenues of the Police , Fire , and Street Departments are dopleted and
regular udillage levies are not sufficient to provide the necessary funds
for the operation of said Departments , an emerLenvy is hereby declared to
exist, and this Ordinance shall be in full force and effect y:hen x.nd if
it is referred to a vote of the qualified, glectors of the ::ity of
Fayetteville , Arkansas and receives a majority of the votes cast on the
question either at a special or general election to be held for the
purpose of determining the rill of the electors of the amity of Fayetteville ,
Grkansas .
