Section 5. All ordinances or parts of ordinances in
direct conflict herewith are repealed.
Section 60 This ordinance being necessary for the preser-
vation of the public health, peace and safety of the residents
of the City of Fayretteville, Arkansas, an emergency is hereby
declared to exist, and this ordinance shall take' effect and be
in force from and after its passage, approval and publication,
