AN ORDINANCE TO BE ENTITLED , " AN ORDINANCE TO BE KNOWN AS THE GENERAL
ELECTRICAL ORDINANCE OF THE CITY OF' FAYETTEVILLE , ARKA1 NSAS ; PROVIDING
FOR A CITY ELEC 'TRICIADT : . A. BOARD FOR EXAIr1INING AND. LICENSING JOURNEY-
MEN ,ELEC TRIG IANSj
OURNEYMEN ,ELECTRIGIANS , AND THOSE ENGAGED IN ELECTRICAL BUSINESS IN THE
CITY OF . FAYF.. TTEVILLE , ARKANSAS ; PROVIDING FOR THE ISSUING OF LICENSE ; _
PERMITS . ; PROVIDING FOR THE ADOPTION BY THE CITY COUNCIL OF A CODE OF
RULES AND REGULATIONS ; ASSESSING AND COLLECTION OF CERTAIN LICENSE
FEES ; AND FOR OTHER PURPOSES .
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLEP� ARKANSAS
SECTION ONE . There is hereby created the office of " City Electrician "
to be appointed by the Mayor , and confirmed by City Council . Said
Electrician shall hold such appointment at the pleasure of the City
Council .
PROVIDED the present City Electrician shall continue in office until
another appointment is; made by the Mayor and City Council .
SECTION TWO * After the passage and approval of this ordinance the
Mayor of the City of Fayetteville , Arkansas , shall appoint , for a
period of two years a board for the purpose of�ex�ammining Journeymen
Electricians . Said board shall consist of three members and the City
Electrician shall be appointed as one member . The present board shall
Continhe until their terms of office expires and their successors are
appointed and qualified .
It shall be the duty of said board to . call a meeting after the
passage of this ordinance for the purpose of orginizing , and adopting
the necessary rules for conducting the examination of applicants . They
shall elect one of their ..members chairman , and one member secretary
who shall keep a record 'of all applicants and of the general proceedings
of the board , and shall issue certificates for license to those who
successfully pass the examination . A fee of one dollar ( $1 * 00 ) shall•
be charged to pay the expense of the examination .
SECTION THREE . The words " Journeyman Electrician " shall be construed
and held to mean any person engaged in doing the actual pliysical work
of installing electrical wiring , and may include e Master Electrician
who has secured a Journeyman ' s License , but sha11 not include appren -
tices or helpers *
SECTION FOUR . The word " Master Electrician " shall be construed and
held to mean any person , firm , or corporation who shall engage in any
electrical business as a contractor or otherwise , and who does not do
.dany actual physical work as an electrician ; and if a Master Electrician ,
does actual work
he shall take the examination of a Journeyman Electrician , but he shall
not be charged the Journeyman ' s License fee , the gee of the Master
Electrician being sufficient .
SECTION FIVE . No person , firm , partnership , and corporation who is
now or may hereinafter engage in the installation , alteration. or re -
pairs of any electrical wiring in the City . of Fayetteville , Arkansas ,
as Master Electrician until. he shall have furnished the City with a
good and approved surety bond in the stun of one thousand dollars ,
(1 , 000 ) as a guaranty that all electrical wiring shall be in accordance
with the requirements of this ordinance and the Electrical Code as
hereinafter provided for , and with the latest rules and regulations of
the National Board of Fire Underur.it'ers ; and further conditioned that
said person , firm , partnership , or corporation , shall without cost to
the person for whom the work was done repair any defective or faulty
work ', caused by incompetent or careless workman ; inferior or non standard
materials and such bond shall be liable for the correction thereof ,
and any additional cost arising from the above mentioned causes .
SECTION SIX * It shal ,l un lawful for any person firm , or corporation to
engage in the business of Master or a Journeyman Electrician or begin
any job of wdiring in or about any building within the corporate limits
of the City of Fayetteville , Arkansas , until he shall have met the
requirements of this ordinance , and secured a .permit for such work , ,
according to the terms set out in , the Electric Code here inafter , provided
for .
SECTION SEVEN . It shall be the duty of the City Electrician immediately
upon passage and approval of this ordinance to submit to the Council at
its next regular meeting , and from time to time thereafter a Code of
the Rules of procedure and regulations to be known as the " Electric-
Code of the City of Fayetteville , Arkansas , " and when adopted by the '
City Council by a resolution and filed with the City Clerk shall be -
come a part of this ordinance with the same force and affect ; and any
violation of any of the rules and regulations of said " Electric Code"
(when- . properly adopted ) shall carry with it the same penalties as a
violation of this ordinance , said Electrical Code shall set out all
the rules of procedure necessary to secure license ; permits ; bonds ; the
fees to be paid for inspection ; the manner in Which the work is to be
done ; the kinds of materials to be used , ( but no rule shall be adopted
or electrical work or wiring accepted by the City Electrician which does
not meet all the requirements set out by the " National Underwriters Code"
as reguards electrical wiring and materials . ) It is further made the
duty of the City Electrician to furnish any person upon request , ' a ' copy
of the " City Electric Code" with all amendments thereto .
SECTION EIG11T . The annual license fee of blaster Electrician shall be
fifteen dollars (15 . 00 ) per annum
The license fee of Journeyman Electrician shall be five dollars
( $5 .QO ) per annum *
Said license shall be paid in advance , the 1st day of January,
each year and expire the 31st day of December following . ( No sum less
than the annual licenses fee shall be accepted ) . No Electrician shall
be required to pay a License fee for 1933 who has already paid his fee ,

otherwise he will be required to pay a fee as above - provided .
The City Electrician shall from time to time file with the City
Clerk a list of all - Journeymen and blaster Electrician doing business
in the City of Fayetteville , Arkansas ; and it is hereby made the duty
of the City Clerk to mail a notice to each Electrician , ;:aceordin g tos
the list of Electricians fi ]e"d = viith him by the City Electrician, ten
days - prior to date when said license are -due ; and if not paid when- due ;
he shall report their names to the City Attorney , who shall at once
file an information against said violator .
SECTION NINE . Nothing herein shall be construed as applying to any
electric light or power company , its agents , servants and employes con -
ducting its business under a franchise granted by the City of Fayetteville
Arkansas , in the installation , repair , maintenance , removal , or replFce -
ment of electric wiring , machinery , or equipment owned or operated by

such electric limit and polver company in the City of Fayetteville .
SECTION TEN . It shall be a violation to this ordinance for any person
or firm , or corporation furnishing electrical current to connect , or
knowingly allow any person to connect any wiring not accepted by the
City Electrician with the wires of their or any other company . Nothing
herein contained shall be so construed as to require a certificate of
acceptance from the City Electrician before current is turned on .any
wiring unless some change has been made in said wiring since service
was discontinued .
SECTION ELEVEN . Any person , firm , or corporation who shall violate
any of the provisions of this ordinance or any of the - provisions of
the rules of the " Electricrl- . Code" herein authorized shall be deemed .
guilty
ofamisdemeanor end upon conviction thereof shall be fined IhT--any sum
not less than ten nor more than one hundred dollars .
SECTION TWELVE . This ordinance shall take effect and be in force from
and after its passage , approval and publication ; and City Ordinances
No . 337 , 582 and 718 and all other ordinances in conflict herewith are
hereby repealed .

Sec 1 * - It shall be the duty of the City Electrical Inspector to
- inspect all electrical -wiring ,. in'stal•led within the City . Limits that
has to be connected with the. power lines of the company or corpora-
tion furnishing power the City of Fayetteville ; Arkansas ; and
. . . if said wiring - is found to conform • to the, Rules and Regulatibns of the.
National Board • of - Fire Underwriters, in effect when the • wiring is
.started , the inspector shall at: once issue his, acceptance certificate
approving the wiring for connection to the power lines , giving one
copy: to the person or firm having done the wiring , one to the company .
furnishing: the electrical current,, ' and ` a duplicate to . be placed in . a
permanent file in his office .
Sec : 2 . Service formovingpicture houses , theatres , eta. The
wiring in all moving picture • houses $ theatres , etc '. must 'be -provided
With separate main- switches ; one� for power, and one, for light , to be
located at the entrance where the service wires - from . th6 lighting com-
pany enter theo premises 'so that` in case the main fuse . on the power
circuit furnishing current' to the 'movin-g picture machine blows or
melts , that thep general illumination in ssid . moving picture House :or
theatre will not ' be affected . T he ' general lighting im moving ,picture `
houses and theatres must ' also be . arranged . so that the same can be
_ turned on from either the operator ' s booth or at' a ' point in the lobby
of the house within reach of the ticket. seller . `

within the fire limits of the . City of Fayetteville, . Arkansas , when
the' wiring in said .buildings, ' is' started, and a wiring diagram must be
furnished. to the City Inspector for any building, dwelling',- store , letc,. '
within the City limit's of Fayetteville ,. Arkansas , when the lighting
exceeds r-30 lights..
Sec . 4 . . The City Electric ianill- have flirect supervision over
the erecting , installing or ' plac •w.ing of ., ainy antenna wires , used for
wireless apparatus , . and no antenna aerial , etc * is to be installed
over or under any power lines of ` the lighting Company., nor '"attached to
' any poles , towers or equipment of ,,the Li-khting Company . Should the
City Inspector find any such conditions , : he - is to immediately write
the Electric Light . Company •of the people ' owning such antenna , aerial ,
etc . to immediately remove said wire , or wires within ten days .
Sea. 5 . . No .wiring in>' any :building, dwelling, store , etc . , is .to '
be covered by lathe , plaster board` or any . covering -whatever until same
has been inspected and approved , 'by the. City Inspector . City Inspector
must 'be notified at least 24 hours before any inspection i.s required .
Sec . 6 . All service wire. shall be , placed in rigid iron conduit
between the meter switch and ' the point of connection with the - Light
Company . wire , and. in, case to - b6 smaller . than No . 10 B °w S- guage . The
main service switch must be of an improved type and consist of a safety
cabinet similar to the, Waddsworth Electi.ilcal Manufacturin# Company's:
