The Board of Public Affairs of the City of Fayetteville , Arkansas , are hereby authorized and directed to advertise for sealed bide and to award a contract for the purchase of a tractor and grader , at a total cost of not to exceed Five 'Thousand ( $5 , 000 . 00 ) Dollars . Section Two .
