TO BE ENTITLED , " AN ORDINANCE TO CREATE THE OFFICE OF
CITY PURCHASING AGENT , ESTABLISHING THE MANNER IN WHICH
THE OFFICE SHALL BE CONDUCTED , THE APPOINT1JENT OF THE
PURCHASING AGENT AND PROVIDING FOR HIS C011MISATION . "
BE IT ORDAINED By The City Council of the City of Fay-
etteville , Arkansas :
Section One . The office of-City Purchasing Agent is hereby created
and established , and upon the passage , approval and publication of this
ordinance , the Mayor shall assume the duties of the office of City Purchasing
Agent , .as hereinafter provided .
Section Two . No purchase , or contract or agreement for the purchatsc
of any goods , materials or supplies of whatsoever kind shall be made for
the City of Fayetteville , nor shall any bills or accounts be made against
the City , nor shall the City Council allow and order paid any account for
the purchase of goods , material or supplies of whatsoever kind , unless ,
before the purchase of any such goods , materials or supplies shal=l be made ,
a requisition for such purchase shall be submitted to and approved by the
City Purchasing Agent , which requisition , or a copy thereof , shall be
attached to the bill for any such purchase at the time the same shall be
. presented to the City Council for payment .
Section Throe . The City Purchasing Agent shall keep carbon copies of
all requisit °ons . approved by him , and shall , at the end of each month suffibmit
to the City Council a complete and detailed report of all purchases
approved by him , and showing the expenditures for each separate fund and
Section Four. The City Purchasing Agent shall not approve requisitions
for purchases in any department , or upon any fund , in excess of the budget
as may be from time to time established for such fund or department , unless
otherwise authorized and directed by a vote of the City Council ; and the
City Purchasing Agent shall confer with the Chairmen of the several standing
Committees regarding purchases and expenditures for their respective departments ,
with the idea always in view of keeping the expenses of each fund and
department strictly within the budget , as is now . established or as may from
time to time be established by the City Council ,
Section. Five . Nothing her6ir.' 'contained shall be se ,construed as to
require the approval of a requisition for - the purchase of goods , materials
or supplies by the Board of Public Affairs when acting under and by direct
authority
'jofNthe City Council . It shall also be the duty of the City
PurchasingAto approve all expenditures for labor , and all requisitions for
material used in cleaning paved streets and for the maintenance of unpaved
streets , which work shall be done under the direction of the Street Committoe
and the City Council by the said City Purchasing Agent , under such regulations
as may be hereafter provided by the City Council . The City Purchasing Agent
shall make monthly reports"iiz` detail ,. shoti7ing all expenditures made in
street cleaning and street maintenance , the amount of work done , and of
what nature , and shall also keep the expenditures d'n the street fund within
the fixed budget , e::cePt as provided in Section Four hereof .
Section Six . The salary of the City Purchasing Agent shall be and is
herebyTixed at the sum of Six Hundred ( 0600 . 00 ) Dollars per annum , payable
monthly) out of the General Fund of the City .

Seeion Seven . That this Ordinance be in force and effect from and
after' "ts passage , approval and publication and all ordinances or parts
thereofin conflict herewith , be , and the same are hereby repealed :
