BE IT ORDAINED BY TIS; CITY COUNCIL OF FAYETTETILLE , ARKANSAS :
1. The words "master plumber" wherever used in this ordinance shall
be construed and held to mean any person who has charge of doing plumbing
work as a contractor, or any person who employs plumbers to work for third
parties. . The words "journeyman plumber" , shall be construed ,and held to
mean any person engaged in doing the actual physical work of plumbing for
another-, and may include a master plumber, but shall not include apprentices
or helpers . o
2 . There is hereby created the position of Plumbing Inspector, who shall
be appointed for a term of I= two years by the Bayor of the City of Fayette
ville , and whose duties shall be as hereinafter defirAd.
3. Immediately after the passage , approval, and publication of this
Ordinance, the Mayor of- the City of Yayettevills shall appoint, for a term of
two years ; -a board for the examination of plumbers and drain layers , whose
duties .shall be as hereinafter defined . Said Board shall consist of three
members ; as follows : (1 ) The Plumbing Inspector, who shall be ex-officio
chairman, ( 2 ) one - Master Plumber, and ( 3) one Journeyman Plumbsr-,-eaoh member
of which board shall have been a resident citizen ,of F;;yetteville , ' Arkansas
for at least one year next before his appointment and who shall have been
:.ctively engaged at the trade or business of plumbing for a period of not
less -than five years.
4. It shall be the duty of said board to meet, within ten days after
the passage , approval, and publication of this Ordinance, for the purpose
of organizing and adopting the necessary rules to carry into effect the pro-
visions of this Ordinanc Said board shall elect one of their number as
secretary. Said secretay shall register in a proper book the name of each
licensed person, firm, or corporation engaged in working at the business of
plumbing or drain laying in the said City of Fayetteville. He shall account
to the board for all moneys received by him as such secretary, and do and per-
form any and all other duties prescribed by said Board.
5. Said board shall meet when necessary to examine applicants . The
examination fee for a master or employing plumper or drain layer shall be
$5. 00 and for a Journeyman shall ArW license issued by said Ba rd
shall be good for a period of ,or�l :IPar from 'tha date of issuance . ArW
license issued by said board may; li'e:'renewed annually by paying to the
secretary of said board the sum of $2:00, in the case of a master plumber,
and $1.00 in the case of a journeyman plumber. Each member of said board
shall be allowed to keep , for his services as an examiner, the sum of ?1. 00
for each applicant and the secretary of said board shall turn over the
remainder of the money so collected by him to the City Treasurer of the City
of Fayetteville .. Arkansas, to be by him placed in the City General Fund,

6. Tt shall be unlmvful for any pera; n, firm, or corporation to
engage in or. work at the- trade of plumbing or drain laying, either as a
master plumber or as a journeyman, without having first obtained a license
or permit from said board of examiners . Provided, a license or permit
issi;ed by a similar board in any other City in the State of Arkansas , will
exempt the person holding the same from the examination herein provided
for, but. will not exempt such person from paying the fee herein provided
for. rrovided further, any plumber known by said board to have worked
continuously at the trade of plumbing or drain laying for a period of
five years, and who is known to be a competent workman, may secure the
license or. permi.t herin provided for, without examination, by paying the
fee herein provided for*
7 . Hereafter no person, firm., or corporation shall engage in the
- business of. plumbing or drain laying, or work at the business as a
-journeyman, without first registering his,name, residence,, and place of
business vi th the secretary of said board of examiners, and submitting
to, ,. nd .passing, an examination before said board as to his skill and
experience as well as the theory of plumbing and draining.
81 Any person., .firm, or corporation desiring to engage in the
business of plumbing or drain lrying in the City, of Fayetteville shall
after complying with the other provisions of this Ordinance receive a •
license or . permit upon filing with the City Clerk of the City of Fayette-
ville, Arkansas, an indemnity bond in the sum of $500.00 approved by the
City Council of said City of Fayetteville. Said bond shall be conditioned
that such 'personD firm, or corporation will protect the City of i:ayetteville
against any damage caused by his or its agents, servants, or employees and
that said -principal s"all save the City harmless from all damage to person
or property 'resulting from or in any way growing out of any opening or
excavation or blasting made -or done bar him or it or his or its agents ,
servants, or `employeesj also that all ordine:noes of the City of Fayette-
ville and all, rules and reguli. tions of the Fvater Commissioners , Managers,
or Su.)eriniendents, shall be fully complied with. Said bond must be
renewed annually..
9. Nothing in this Ordinance shall be construed to prevent plumbing
by any -person provided such work does not relate to connections with water
mains or to the sewer system of the City of L

such work does not affect appurtenances desid to prevent the escape of
sewer gas .
10. No person, firm, or eonporation, mc:ster plumber, or journeyman
shall begin any job of plumbing work in or about eny building until a per-
mit for such work shall have been issued, except as herein provided, and in
order to secure such permit, written application shall be made on blanks
furnished by -the plumbing .inspector. ' Said :applieation shall give the name
cf the ovrner, agent, or occupant, � of tneapremzlass, the street, housenumber
or lot number, the name of the master plumber baring charge of the work,
and a description of the work to be done, setting forth the number and kind
of fix-tures , and all permits must be kept on the job for inspection of
tm, y city official . No permit shall be required for minor work. By minor
work is me ant the repair of leaks in pipes , traps , and cocks , opening up of
stoppage in wasge , or supply pipes, traps, or drains , or replacing broken
iii1gies where waste pipes are not disturbed, and frozen pipes inside of
m ngs . But where waste pipes run from a fixture , or a house drain is
to be connected with a' sewer, a permit must be taken out, and the plumbing
inspector notified and work inspected before same is covered up .

11 . It shall be the duty of the plumber to notify the inspector when
any job of plumbing or sewer work is ready for inspection as follovrs :
First, when soil pipes shall be completed through the building,* the waste
pipes for the different fixtures haveing been ran, all openings in the lead
pipes soldered up, iron pipes properly pluggsd or capped, and the work tested
and made tight , and before any joint in soil pipea,, fittings, or waste pipes
shall be covered up: At such times all openings most be in soild or waste
pipes for the proper connection of all fixtures . Second,, when all fixtures
have been attached and the water turned on, to test the same .
12 . The inspector must be notified at least four hours before the work
is ready for inspection and tests . For the first test the whole system of
drain, soil, wLste , and ventilation pipes shall be filled with water or
subjected to an air pressure of not less than five pounds per square inch,
and in ' all cases where only a part of the system has been tested at a time ,
the inspector shall require an additional test of the whole system. For the
second test a smoke test shall be made in the prescanse of the inspector
when the whole system must be gas tight. The City Council shall furnish a
smoke testing machine for the use of all licensed plumbers who will be held
responsible for damaZe to same vh ile in their possession. ' This machine
'must be' cleaned and returned after every test.
l3 : The charges for a permit under this Ordinance shall be $1.00 for
any plumbing work dons in . or about any building (other than minor repairs
ae .previously defined ) , to include one fixturewhen new fixtures are •, being
installed, ' and fifty cents additional for each and every fixture ' or opening
left in the soil and waste pipes for fixtures, and $1. 00 for sewer connec-
tions . All fees to be paid by the plumber doing the :cork at the time he
receives the permit. All fees so paid for permits shall be paid direct to
the plumbing inspector and by him kept for his services herein.
lb. Any person.' fins, or corporation violating any of the provisions
of this Ordinance shall be deemed guilty of a m:.sdemeanor, and uponconvic-
tion shall be fined in any sum not. more than $15.00 and each day of such
violation shall be ddemed a separate offense .
15. All ordinances and parts of ordinances in conflict herewith shall
be, and the same are hereby repealed, and this ordinance shall take effect
and be in force from and after its passage, approval, and publication.
