An ordinance Defining the Rules and Regulations
Governing Plumbers and "Fater Consumers in the City of Fayette -
ville , Arkansas .
Rule 1 . '-Io person sl : all do any work ;whatever in con -
nection with the introduction of water into any premises , or
alter , extend or repair the same , except he be a regular
licenses Plumber . To obtain a license he must pass such

Rule 4 . RETURN Cr' REPORT
Within forty - eight hours after the completion
of any work , the plumber must file his report in the office
of the ':'tater Superintendent , stating the exact facts about
the :•cork done . ".;here work requires inspection , the report
must have the Inspector ' s C . K .
Rule 5 . Tapping City i„ain .
No person , except a licenses plumber shall be
per.iitted to tap any street main ; the City or its Ibmployees ,
however , may make any taps any time . All tapping must be

The Corporation Cocks used must be . either the

All service pipes must be provided .with a suf-
ficient number of . stop and waste cocks to insure co^_ alete
drainage of all ,. ipes when ,cater is cut off . All stop and
waste cocks must be of either :dueller , Glauber , L . 77o1f , or
their equal , and if placed beneath the surface of the ground
or in :laces not of ea : y access , they must have the inverted .
key .work , and if' necessary they .must be provided with a rod
and key to extend above the first floor and of easy access ,
so that the mater may be turned off to prevont freezmng .
All service pipes ..:ust be so arranged that they gill com-
pletely drain when cut off .

Rule 11 . Service Cock Roxe.s .
Service cork boxes shall be placed on the inner
side of the curb in paved streets and at the same relative
points in unpaved streets and be neatly fitted in the paving
or concrete walk and the whole made even ; ; ith (the surface of
the sidewalk .

If the Superintendent shall find on bxamination that
the water is to be applied to uses not enumerated in the appli -
cation or otherwise provided f'or by the rules and regulations
governing such use , he shall ref-use to turn on the water until
the applicant corrects the application at the office , and such

Any Plumber violating any of the Pules and Regula
tions of the City governing the introduction , supply and con -
sumption of water , or who shall voluntarily , or at the request 1
of aov consumer , introduce any ripe , hydrant , bath closet ,
water urinals , or any other deviceor fi .: ture, which is pro -
hibited or has not been permitted by the City Inspector , shall

Rule 2 . Getting water from Heighbors .
Neither the owner nor the occupant of any premises

permit another person to use the mater from such premises ,
unless such person has made application for use of such crater
as provided in these rules , and any such owner or, occupant
so allowing another person to use c=ater from their promises

Rule 3 , Inspected Premises .
The Superintendent , his assistant of other agent
shall at all reasonable hours have the right to enter, the
premises of any }nater consumer to examine the pipes and
fixtures , the auantity of water used , the manner of* its use
and whether it is used for the purpose f'or }^. hick application

All water rates which are by the schedule fixed

party to another upon application and consent at the office .

The City reserves the right to discontinue the
use of cater to any water consumer for violation of these
rules and at any tine without - notice , and shall not be made
lia4ble for remaining portions of the rental , aid f'or the
morith in which 'water- is cutoff , but it is hereby stipulated

irrigating gardens , orchards , vinyards , or any similar thingJF

not specied in these rules , shall be deemed guilty of
violating the Rules and Regulations and water shall bet cut
off' without notice , and the one so offending shall be liable
to a fine of n ,. t less than five dollars nor more than fifteen
collars for esti: offense .
Rule 10
Sprinkling La%R.ris .
Application for use of City tater for sprinkling
14n•ns shall be made at the ,Nater office and shall be ac -
companied by the estimated rental for such pl,irpose and the
superinte ,:dent shall issue a license for sprinkling for
the season . Any water consumer ;;he shall be found sprink -
ling la:ens without permit from the office shall be guilty

s rinkling through a hose nozzle or lawn spray having not
more than a 3 - 16 inch orifice . Flooding lawns with open
'dose will not be alloared , nny consumer found flooding a lawn
from, an open hydrant or pipe or hose , or any other device
other than herein specified , or who shall allow their
lawn sprinkler to run incessantly beyond the time herein
allowed , shall be deet:ied guilty of violation of these rules
and Regulations and theones so offending shall be liable

ished in the Police Court of the City of Fayetteville
by a fine of not less than i'ifteon dollars for each offense ,
each day to constitute a separate offense .
Hose used for flower gardens alone shall be charged
for at the sane rate as a laTrrn and a permit 'lust issue
from the office of the City Fiater Plant for such use of
mater .
Rule 11 . The owners of' rental property shall be li -
able for the water rent at schedule rates and ;rater e.Till
now be turned on to any tenement unless property ocmer shall
in person or in 1zriting , become responsible , _)ersonaliy ,

Any plumber or ":'later Consumer found violating
any of the Rules and - Regulations herein specified shall
be deemed guilty of a misdemeanor and upon conviction
shall be fined in any sum fro:: Five to Fifteen dollars
for each offense .
It is hereby made the duty of the Chief of
Colice and his Assistants to report to the Judge of the
Police Court all such violations of Rules and Regulations
of t.lP, City Water Plant_
This Ordinance shall take effect and be in
force frox, and after its passage and publication .
