DEFINITIONS OF TERMS Sec . 1 . - The term " Private Sewer " is applied to Main Sewers that are not constructed by and under the supervision of the Department of Sewers . Sec . 1 . - The term " House Sewer " is applied to that part of the main drain or sewer , extending from a point two feet outside of the outer wall of the building , vault or area , to its connection with the public sewer , private sewer' or septic tank . Sec . 3 . - The term " House Drain " is applied to that part of the main horizontal drain and its branches inside the walls of the build - ing vault or area , and extending to and connecting with the house sewer. Sec . 4 . - The term " Soil Pipe " is applied to any vertical line of pipe extending through roof , receiving the discharge of one or more water - closets with or without other fixtures . Sec . 5 . - The term "Waste Pipe " is applied to any pipe receiving the discharge from fixtures , except water - closets . Sec . 6 . - The term "Vent pipe " is applied to any special pipe pro - vided to ventilate the system of piping and to prevent trap syphonage and back pressure . ARTICLE 2 Materials and Workmanship Sec . 1 . - All material must be of best quality , free - from defects and all work must be executed in a thorough work -man - like manner . Sec . 2 . - All cast iron pipe and fittings must be coated inside and outside with asphaltum , sound and cylindrical , smooth , •free from 1 cracks , sand holes and other defcct- s , and of uniform thickness , and of the grade known in conraerce as standard , but " extra heavy '; shall be used in buildings more than three stories exclusive of basenent . Sec . 3 . - All joints of soil pipe and soil pipe fittings must be made with picked oakum and molt.en lead , well caulked and made gas tight . Twelve ounces of fine , soft pig lead must be used at each joint for each inch in diameter of the pipe , where extra heavy pipe and fittings are used , and eight ounces for each inch in diameter where Standard pipe and fittings are used . Sec . 4 . - Brass screw caps for cleanouts must be not less than one eighth of an inch thick . The Screw• cap must have a solid square or hexagon nut , not less than a half inch high with diameter of one inch . The body of the cleanout ferrule must be at least equal in weight and thickness to the caulking ferrule for the same size of pipe . Sec . 5 . - Mere cleanouts are required by rules and by the approv - ed plans the screw cap must be brass . The engaging parts must be not less than three threads of iron pipe size and be tapered . Cleanouts must be of full size of trap up to four inches in diameter and not less than four inches for larger traps . Sec . 6 . - The use of lead pipe is restricted to the short branches , unless otherwise specified , for some particular reason or purpose , " Short Branches " of lead pipe shall be construed joints . Sec . 7 . - All connections between lead pipes and between lead and copper pipes must be made by means of "wiped " solder joints . Sec . 8 . - All waste and flush pipes must be of best quality of brass tubing nickle plated or lead pipe and if of lead pipe the follow- ing weight per linear foot must be used : I " flush pipes 22 lbs . per linear ft . l.�" to if 3 2 " u " 4 n n u n 3 u u n 5 n n if n 4 u n u 8 of n If n Sec . 9 . - Amended by Sec . 1 of Ordinance 570 , as follows : Sec . 1 . - That Section 9 of Ordinance No . 226 , passed and approved on the 24th day of February 1908 , be amended to read as follows : " Sec . 9 , - Closet ferrules must be brass with wiped joints , and should be caulked into cast iron fittings with picked oakum and molten lead , and made gas tight . Ferrules for waste lines should also be brass , and must be properly wiped to lead waste , and caulked into waste lines with oakum and molten lead . " Sec . 10 . - All lead bends and traps must be same weight and thick - ness as their corresponding branches . Sheet lead for roof flashings must be six pound lead and must extend six inches from the pipe , and joint made water tight . Copper roof flashings must be of same size and not less than 16 gauge , with adjustable collar dnd heavy lead ring , and caulked tight . Sec . 11 . - The entire plumbing system of each building must be any entirely separate and independent of that ofotherbuilding . . Sec . 12 . -Each building must be separately and independently con - nected with a public or private server or septic tank , unless permission is otherwise granted by the City Engineer and Inspector . Sec , 13 . - Septic tanks and Filter Beds will be permitted only after it has been shown to the City Inspector or City Council that the use of said septic tank or filter bed is absolutely necessary , and that said property is so situated as to make the ur tter of public sewerage connection wholly impracticable . Sec . 14 . - When septic tanks and filter beds and cess pools are allowed to be put in , they must be constructed strictly in accordance with the plans and specifications , which are , or which hereafter may be adoptee by the Ci-ty Council of the CitV of Fayetteville , Arkansas , Sec . 15 . l All pipe issuing from extension or elsewhere ) which would otherwise open within thirty feet of the window of any building all Windows , must be extended above the highest roof andnuetlbe above d sStraightand Sec . 16 . - The arrangement of all pipes direct as possible . Sec . 17 . - All pipes and traps should be , Where possible exposed to adily accessible for inspection and view . They should always be re repairing • where they can be Sec - Cellar drains will be permitted only a trap having a permanent water seal . connected to 2 of Ordinance 570 as See - 19 . . Amended by Sec . assedlandsapproved Sec . 2 • - That Sec . 19 of ordinance No . 226 , p on the 24th day of February , 1908 , be amended to read as follows : " Sec . 19 :- Floor or other drains will only be permitted when it can be shown to the satisfaction of . the main sewer and plumbing in- spector that their use is absolutely necessary and arrangements made to maintain a permanent water seal in the traps . The discharge from vats , " soda fountains , ice boxes and refriger - en them and the house drain * ators shall have an open receptacle bet<<+ e Ali hotels , restaurants , cafes or other places where grease is liable to enter the sewer line , shall be provided with catch basins for receiving sink waste , made of cast iron , tile , brick or concrete , iron cover properly trapped and vented . No iron drum with stone or or grease trap shall be substituted . There shall not be connected to a 4" sewer or main sOr_or house -: drain , to exceed thirty ordinary plumbing more than eight closets . " le must not be used as soil , waste or Sec . 206 - Rain water l Waste or vent pipes be used as vent piPes , nor shall any such soil , a leader . Sec . 21 . - Old 'house sewers can be used in connection with the new buildings or new plumbing only when they are found. on examination 4' by the City Engineer and inspector to conform in all respects to the requirements governing new sewers . Sec .22 - No steam exhaust , boiler blowoff , or drip pipe shall be connected with the house drain or sewer . Such pipes must first dis - charge into a proper condensing tank , and from this a proper outlet to the house server outside the building must be provided . In low pressure steam systems the condensing tank may be omitted , but the waste connection must be otherwise as above required . Sec . 23 . - The house drain must properly connect to and with the house sewer at a point not less than two feet outside of the outer front vault area or wall of the building . An arched or other proper openings must be provided for the drain in the wall to prevent damage by settlement . Sec . 24 : - If possible the house drain shall be above the cellar floor and suspended from the floor beams by iron hangers at inter- vals of not more than ten feet . Sec . 25 . - The house drain and house sewer shall be run as direct as possible with a fall of at least one-quarter of an inch per foot , all changes in direction made with proper fittings , and all connec - tions made with " Y" branches or Sanitary Tees , or one - fourth , one - eighth or one - sixteenth bends . Sec . 26 . - The house sewer and the house drain must be at least four inches in diameter where water closets discharge into them . All houses sewers must be of salt - glaze vitrified clay pipe . Sec . 27 . - Full size " Y" and " T " branch fittings for handhole cleanouts must be provided where required on house drains and its brand3les , , Sec . 28 . -An iron double vent trap must be placed on house drain near wall of house , and on sewer side of all connections, . If placed outside the house it, must be well under ground to prevent freezing , and must be provided with cleanouts with brass sewer cap ferrule, caulked. . Sec . 29 . -A fresh air inlet must be connected with house drain just inside the house trap . Where possible it will extend to the ex- ternal air . The fresh air inlet must be of same size as the drain up to four inches . For five and six incht % drains it must be not less than four inches in diameter . Sec . 30 . - Repealed by Sec . 4 of Ordinance 570 . Scc . 31 . -No . connections to lead branches for water closets or slop sinks will be permitted , except the required branch vent . Branch soil and waste pipes must have a fall of at least one quarter of an inch per foot . See . 32 . - The diameter of soil and waste pipes must not be less than those given in the following tables : Main soil pipes fpr closets 411. Branch soil pipes for closets 4 " Waste pipes 2 " Branch waste pipes for laundry tubs 12" When set in range of three or more 21t Branch waste for other fixtures 11 or 12" Sec . 33 . -All traps must be protected from syphonage and back pressure and the drainage system ventilated by special lines of vent pipes . All vent piper lines and main branches must be of cast iron or galvanized wrought iron . They may be connected with the adjoining - soil or waste line 32 inches above the highest fixture : Sec . 34 . - Branch vent pipes should be kept at least 32 " above the top of all connecting fixtures to prevent the use of vent pipe as soil or waste pipe . Branch vent pipes should be connected as near the crown of trap as possible . No sheet metal , brick or other flue shall be used as ventilating pipe . Sec . 35 . - Main vents throughout must not be less than the fol - lowing : For long branches , two inches in diameter ; for sink traps alone . two or more floors , one and one -half inches ; for closets , bath tub and lavatory all in same room , two or more floors , two inches . Sec . 36 . -Every fixture must be separately trapped by a water sealing trap placed as close to the fixture outlet as possible . Sec . 37 . - A set of wash trays may connect with a single trap , or into the trap of adjoining sink , provided both sink and tub waste out - lets are on the same side of the waste line and the sink is nearest the line . When so connected the waste pipe from the waste trays must be branched in below the water seal . See . 38 . - The discharge from any fixture must not pass through more than one trap before reaching the house drain . Sec . 39 . - All traps must be well supported and set true with re - spect to their water levels . Sec . 40 . - All fixtures other than water closets and urinals must have strong metalic strainers or bars over the outlets to prevent obstruction of waste pipe . Sec . 41 . - All exposed or accessible traps except closet ; traps must have brass trap screws for cleaning the trap placed on the inlet side , or below the water level . Sec . 42 . -No trap shall be placed at foot of main soil and waste pipe lines . A four inch Y or Sanitary Tee may be used with cleanout caulked in the heel . All vertical stacks shall rest and stand on a solid foundation , n Sec . 43 . - The size of traps must� be less than those given in the following tables : Traps for water closet 4 inches ti if Slop sinks 2 " it Kitchen sinks 12 " Wash trays 2 Urinals 11 Lavatories 14 " Traps for bath tub must be 4x8 inches , lead drum with screw ;• cap clean- out flush with floor line . Sec . 44 . - Closets must be set open and free from all enclosing wood work in all sewer connected residence or tenements . There must be at least one water closet and there must be . additional closet so that there will never be more than 15 persons per closet . Sec . 45 . - The Copper lining of water closets and urinal tanks must not be lighter than 10 oz . copper . Plater closets and urinal flush pipes must not be less than one and one quarter inches and one inch respectively in diameter , and if of lead must not weigh less than two and one half pounds , and two pounds per linear foot . Sec . 46 . - All urinals installed in places other than private res - idence must be constructed of material impervious to moisture that will not corrode under the action of urine . The floor and galls of the ur- inal apartments must be lined with limilnte non -absorbent and noncor - rosive material . Trough urinals Lnust be enameled . Kitchen sinks must be set entirely upon brackets or legs without any enclosing woodwork . Sec . 47 . - No water closets or urinals except those placed in yards shall be allowed without a flushing tank , flush meter , volumeter or similar device , which may be supplied directly from the water pipes . Sec . 48 . - All water closets and other plumbing fixtures must be pro - vided with a sufficient supply of water for flushing to keep them in proper and in a cleanly condition , Sec . &9 . - No service pipes or supplying pipes should be run and no tanks , flushing cisterns or water supplied fixtures should be placed where they will be exposed to frost . When so placed they shall be pro- perly packed and boxed in such a . manner as to prevent freezing . Sec . 50 . - Repealed by Sec . 4 of Ordinance 570 . a Sec . 51 . - Repealed by Sec . 4 of Ordinance 570 . Sec . 32 - Amended by Sec . 3 of Ordinance 570 as follows : Seo . 3 . - That section 52 of Ordinance No . 226 , passed and approved on the . 24th day of Fbbruary , 1908 , be amended to read as follows : " Sec . 52 . - All inside water closets shall be placed in a well lighted room of not less than twelve square feet area , provided with outside ventilation , either by windows , shaft or other proper local ventilation . Groups of closets in .toilet rooms may be separated by, dwarfed partitions spaced 36 . " All closet bowls inside of buildings must be enameled inside or of vitreous or glazed earthenware , and must be effectively flushed by tank or approved flushing rim bowl . All lower floor closets , where closets are placed above , shall be vented , but groups of syphon closets on same floor on circuit ventilation will not require revent - ing . Toilet paper only shall be used in all classes of closets . All yard closet buildings must not have less than 10 ft , of 4 " soil stack , and not more than four closets shall be included in one group with one stack , unless traps are vented . All yard closet build- ings must be of substantial construction , placed not less than five feet inside any property line . Long hopper closets will only be per- mitted in outside buildings . URINALS Urinal troughs set on floor are prohibited . • The inside urinals shall be of enameled iron or glazed earthenware . Tvrrr� e �.tna. Sec . 53 . - No person shall tunnel under the earriagcway of any street or the surface of any improved alley to a greater distance than five feet , or under tho surface of a cement footway to a great - er distance- than eight feet ( S ) , without special permission from the inspector . The surfaco paving shall in all other cases , be removed to the same length and width as the earth trench . Ten- inch pipe sewer Sec . 54 . - If the public sewer be a pipe loss than ton ( 10 ) inches in diameter and the house sower is tarra. cotta , the connect- ion shall be made by taking out a, length of pipe and substituting therefor a ° Y° . branch of the proper size , which branch shall be laid in the presence of. the Inspector in strict accordance with the speci - fications for pipe sewers . The length of pipe to be replaced may be removed before the arrival of the Inspector or authorized employee , who shall inspect the public sewer and make a record of the condition of the sane , and shall see that it has not been damaged ; that no rubbish has been allowed to enter it , and that the invested branch is properly laid . If the house sewer be of iron , not more than four ( 4 ) inches in diameter , and the public sewer ton ( 10 ) inches in diameter , the conn action may be made by tapping in accordance with the provisions of section 55 . Tapping pipe sower Sec . 55 . - If the public sej:aor be a. pipe of ten ( 10 ) inches or more , the plumber under direction of inspector , shall cut a hole of the least practicable size in the public savior and the connection shall be made by means of a connection thimble of the same size and material as the house savior , of such length that the hub shoulder thereof shall rest against the outer surface of the sower and no portion extend within it , and the connection must ba mall cemented . Rules governing the laying of private sewers Sec . 56 . - ( 1 ) Applications to connect with any sewer must be made in writing to the city engineer or inspector by the owner of the property to be drained , or by their duly authorized attorneys and must be accompanied by clear description of the promises to be drain- ed and of the drains required , and also by certain agreements all as provided in the printed form of application issued by said city Engineer and Inspector . ( 2 ) No one but a drain layer duly licensed by the Sewer Inspect- or will be allowed to make connections with the sewers nor lay any drains in connection therewith ; and any person so licensed will give personal attention to any work also employ none but competent persons to do said work . ( 3 ) Notice must be given at the office of said City Engineer and Inspector 24 ' hours if required , before any street or public way can be opened for the purpose of laying a. private drain , or before any drain pipe can be extended from work previously done and accepted , or new connections of any kind be made with such work , unless other- wise permitted by the City Engineer and Inspector . ( 4 ) No work of laying drains can be commenced or continued un- less the permit is on the ground in the hands of the drain Layer or someono employed by him . • Rules for Laying Drains ( 1 ) In opening any street or public way , all materials for pav- ing or ballasting must be removed with the least possible injury or loss of the same , e.nd together with the excavated materials from the trenches must be placed where they will cause the least practical in- convenience to the public . As little as possible of the trench must be . dug until the junction piece into the sewer is found , unless it is first determined to make a, new - opening in the sewer . ( 2 ) 'rjhenever , in the opiniDn of the City ngineer and Iaspector the sides of the trenches will cave , sheeting and braces must be used to prevent caving . ( 3) The City P.ngineer and Inspector and their authorized agents are to have at all times facilities for inspecting the work and mater - ials while under the charge of the drain layer ; and if required , no pipe or other materials for the dreins can be used till they have been examined and approved . ( 4 ) The least inclination that can be allowed for water closet , kitchen and all other drains of not over 6 inches diameter liable to receive solid substances , is 2" in 2 ft . ; and for cellar or other drains to receive water only 2" in 2 ft . ; the depth of the crown of a drain at the curb line shall be • determined by a raise of _r of an inch per foot from the crown of the sewer directly • opposite . ( ) The ends of pipes not to be immediately connected with , are to be securely stopped by brick andcement or other water tight imperishable materials . ( 1 Unless special permit shall be granted by the City in ineer and IusYector no privy vaults can be connected with the sewers except through an intervening catch basin , and the discharge pipe of the vault must be high enough above the bottom .to effectually prevent any- thing but the liquid contents of the vault from passing •into the drain . ( 7 ) The inside of every drain after it is laid must be left smooth and perfectly clean throughout its entire length ; and to insure the same a scraper of suitable material of the shape of a pipe and slightly less in diameter , shall be drawn through each length of pipe aftar the same has been laid on a firm foundation and the joints have been properly cemonted . ( 8 ) in cast, it shall be nooessary to connect a drain pipe with a public sewer where no junction is left in such sower , the now connection with such sewer can only be made under the inspection of the City Inspector , or when an officer , named in rule 2 , is present to see the work done . ( 9 ) W henovar it is necessary to disturbe a drain in actual use it must in no case be obstructed without the special direction of the officer named in rule 2 . ( 10) The back tilling over drains after they are laid , must be puddled or solidly rammed , and together with the replacing of ballast and paving must be done within 48 hours , after the completion of that part of the drain lying within the public way and done so as to make them at least as good as they were before they were disturbed , and to the satisfaction of the City ynginec; r and Inspector , and to the officer mentioned in second rule ; and the drain layer will be held responsible for any scttlemant of the ground which occurs within one year on account of laying said drain . All water and gas pipes must be protected from injury or sottling , to the satisfaction of the City yngin;; cr and Inspoctor . ( 11 ) ivory drain layur must enclose any opening which he may make in the public streets or ways , with sufficient barriers and must maintain red lights at the same at nights and must take all necessary precaution to ;;card the public effectually against all accidents from the beginning to the end of the work , and can only lay drains on condition that he shall use every precaution against accidents to persons , horses , vehicles , or property of any kind . ( 12 ) In case a water or gas pipe should come in the way of a drain , th6 question of passing over or under the water or gaspipe or of raising or lowering it , must be dc; termined by the City 3nginr eer and Irspec {.or. ( 13 ) All exhausts from steam ergines and all blowoffs from steam boilers must be first connected with a catch -basin of such dimensions as the City Engineer and Inspector may prescribe ; and in no case will they be allowed to connect directly with the private or public sewers without special permission from the City Engineer and Inspector . ( 14 ) Such information as the City Engineer and Inspector has with regard to the position of junction will be furnished to drain layers but at their own risk as to the accuracy of the same . ( 15 ) When any change of direction is made in the pipe , either in a horizontal or vertical direction , curves must be used . No pipe can be clipped contrary to the directions of the officers mentioned in rule two , ( 16 ) The drain layer shall faithfully observe all the rules for laying drains as adopted by the City Engineer and Inspector , and if so directed , shall not cover any of his work until it has been examined and accepted by the City Engineer and Inspector . ( 17 ) No drain layer or person employed by him will • be allowed to rest any planking or other material upon any gas or water pipe . Vio - lation of this rule will be sufficient cause for the revocation of license , ( 18 ) The drain layer who obtains the permit shall carefully fill out the blank return provided , whether for nes: work, or for alterations , or additions and return the sane within 48 hours after the completion of the work , ( 19 ) All work shall be done in such manner and at such time as to interfere as little as possible with the public travel and convenience ; and the drain layer shall conduct his work with respect to this object as the City Engineer and Inspector may from time to time direct , L ( ( 20 ) Every person violating any of ti:e provisions of the foregoing rules shall be liable to pay a fine of not less than twenty , nor more than fifty dollars , and shall be subject to ' a forteiture of his license . Sec . 57 . - All plumbing fixtures and all compartments containing same shall be kept in a thoroughly clean and sanitary condition . Sec . 58 . - No roof nor storm surface water shall be drained into the City Sanitary Sewer . Sec . 59 . - Any person violating any of the provisions of this or - dinance shall be deemed guilty of a misdemeanor , and upon conviction in the Police Court shall be punished by fine in any sura not exceeding twenty- five ( 25 ) dollars for each offence , and each day such violation shall continue shall constitute a separate offense . Plumbing Ordinances of the City of Faycttcvillc , Arkansas compiled by Janes Dinwiddie , Plumbing Inspector September 21 , 1925 ORDINANCE No . 571 AN ORDINANCE TO BE ENTITLED , " AN ORDINANCE TO AUTHORIZE AND PRO- VIDE FOR THE SUPERVISION OF PLULMING , AND DRAIN LAYING , TO FURTHER DE - FINE THE POTvERS OF CERTAIN CITY OFFICERS , THE DUTIES AND OBLIGATIONS OF LICENSED PLUTMERS AND DRAIN LAYERS , TO PROVIDE FOR THE EXAMINATION AND INSPECTION AND FEES FOR SAIM, AND FOR THE EXAMINATION OF PLUA.MRS AND DRAIN LAYERS AND FOR OTHER PURPOSES . " BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE , ARKANSAS : SECTION ONE : The word "master plumber , " wherever used in this ordinance shall be construed and held to mean any person who has charge of doing plumbing work as a contractor , or any person who employs plumbers to work for third parties . And the words " journey - man plumber , " shall be construed and held to mean any person engaged in doing the actual physical work of plumbing for another , and may include a master plumber , but shall not include apprentices o2` helpers . SECTION TWO : There is hereby created the position of plumbing inspector , vho shall be appointed for a term of two years by the Manyor of the City of Fayetteville , and whose duties shall be as hcre - inafter defined . SECTION THREE : Amended by Section One of Ordinance 575 as follows . SECTION ONE : That Section Three of Ordinance Number 571 , passed and approved on the 14th day of September , 1925 , be amended to read as follows ; Section Three : Immediately after the passage , approval and . publication of this Ordinance , the Mayor of the City of Fayetteville , Arkansas , shall appoint , for a term of two years , a board for the ex- amination of plumbers and drain layers , whose duties shall be as here - inafter defined . Said board shall consist of three members , as fol - lows : ( 1 ) The Plumbing Inspector who shall be- ex- officio chairman , ( 2 ) one Master Plumber , and ( 3 ) one Journeyman Plumber - - each of the latter two members# of which board shall have been a resident citizen of Fayetteville , Arkansas , for at least one year next before his appointment , and who shall have been actively engaged at the trade or business of plumbing for a period of not less than five years . SECTION FOUR : It shall be the duty of said board to meet , with- in ten days after the passage , approval and publication of this Ordinance , for the purpose ' of organizing and adopting the necessary rules to carry into effect the provisions of this Ordinance . Said board shall elect one of their number as secretary . Said secretary shall negister . in a proper book the name of each licensed person , firm or corporation engaged in working at the business of plumbing or drain laying in the said City of Fayetteville . He shall account to the board for all moneys received by him as such secretary , and do and perform any and all other duties prescribed by said board . SECTION FIVE : Hereafter no person , firm or corporation shall engage in the business of plumbing or drain laying , or work at the business as journeyman , without first registering his name , residence and place of business with the secretary of said board of examiners , and submitting to , and passing; an examination before said board , as tc ( ' his skill and experience as well as the theory of plumbing and drain- ing . SECTION SIX : Said boCrd sh(, ll meet when necessary to examine applicants . The c .cmination , fee for a master or employing plumber or drain layer shall be Five ( $ 5 . 00 ) dollars C.nd for a journeyman shall be Three ( $3 . 00 ) dollars . Any license issued by said board shall be good for a period of one year from the date of issuance Any license issued by said board mc.y be renewed annually by paying to the secretary of said board the sum of Two ( $2 . 00 ) dollars , in the case of Master Plumber , and One ( $1 . 00 ) dollar , in the case of a Journeyman Plumber . Each member of said board shall be allow- ed to keep , for his services as an examiner , the sura of One ( $ 1 . 00 ) dollar for each applicant and the secretary of said board shall turn over the remainder of the money so colledted by him to the City Treas - urer of the City of Fayetteville , Arkansas , to be by him placed in City General Funds . SECTION SEVEN : It shall be unlawful for any person , firm or corporation to engage in or work at the trade of plumbing or drain laying , either as a master plumber or as a journeyman , without hav - ing first obtained license or permit for said board of examiners . Provided , a license or permit issued by a similar board in any other city in the State of Arkansas , will exempt the person holding the same from the examination herein provided for but will not exempt such person from paying the fee herein provided for . Provided fur - ther , any plumber known by said board to have worked continuously at the trade of plumbing or drain laying for a period of five years , and who is known to be a competent workman , may secure the license or permit herein provided for , without examination , by paying the fee herein provided for . . SECTION EIGHT : Any person , firm or corporation desiring to en - gage in the business of plumbing or drain laying in the City of Fay - ctte .ville shall , after complying with the other provisions of this Ordinance , receive a license or permit , upon filing with the City • 4 • Clerk of the City of Fr.yettevillc: , Arkansas , an indemnity bond in them sum of Five Hundred ( ;4:; 500 . 00 ) Dollars , approved by the City Council of said City of Fayetteville . Said bond shall be conditioned that such person , firm or corporation will protect the City of Fayetteville against any damage caused by his or its agents , servants or employees and that said principal shall save the City harmless from all damage to person or property resulting from or in any way growing out of any opening or excavation or blasting made or done by him or it or his or its agents , servants or employees ; also that all ordinances of the said City of Fayetteville and all rules and regulations of the Plater Commissioners , Managers or Superintendents , shall be fully complied ' Frith . Said bond must be renewed annually . SECTION NINE : Nothing in this Ordinance shall be construed to prevent plumbing by any person provided such work does not relate to connections with water mains or to the sewer system of the City of Fayetteville and such work does not affect appurtenances designed to prevent the escape of sewer gas . SECTION TEN : No person , firm or corporation , master plumber or - journeyman shall begin any job of plumbing work in or about any build- ing until a. permit for such work shall have been issued , except as herein provided , and , in order to secure such permit , written appli - cation shall be made on blanks furnished by the plumbing inspector . Said application shall give the name of the owner , agent or occupant of the premises , the street , house number or lot number , the name of the master plumber having charge of the work , and a description of the work to be done , setting forth the number and kind of fixtures , and all permits must be kept on the job for inspection of any City official . No permit shall be required for minor work . By minor work is meant the repair of leaks in pipes , traps and cocks , open- ing up of stoppage in waste or supply pipes , traps , or drains , or replacing broken fixtures where waste pipes are not disturbed ; and frozen pipes inside of buildings . But where waste pipes run from a fixture , or a house drain is to be connected with a server , a permit must be taken out and the plumbing inspector notified and work inspected before same is covered up . SECTION ELEVEN : It shall be the duty of the plumber to notify the inspector when any job of plumbing or sewer work is ready for in- spection as follows : First , when soil pipes shall be completed through t t, e building , the waste pipes for the different fixtures having been run , all openings in the lead pipes soldered up , iron pipes properly plugged or capped , and the work tested and made tight , and before any joint in - soil pipes , fittings or waste pipes shall be covered up . At such ' times all openings must be in soil or waste pipes for the proper con- nections of all fixtures . Second , when all fixtures have been attach- ed and the water turned on , to test the same . SECTION TWELVE : The inspector must be notified at least four hours before the work is ready for inspection and test . For the first test the whole system of drain , soil , waste and ventilation pipes shall be filled with water or subjected to an air pressure of not less than . five pounds per square inch , and in all cases where only a part of the system has been tested at a time , the inspector shall require an additional test of the whole system . For the second test a smoke test shall be made in the presence of the inspector , when the whole system must be gas tight . The City Council shall furnish a smoke testing machine for the use of all licensed plumbers , who will be held respon- sible for damage to same while in their possession . This machine must be cleaned and returned after every test , SECTION THIRTEEN : The charges for a permit under this Ordinance shall be One ( $1 . 00 ) dollar for any plumbing work done in or about any building ( other than minor repairs as previously defined ) , to include t one fixture when new fixtures are being installed , and fifty cents additional for each and every fixture or opening left in the soil and waste pipes for fixtures , and One ( $1 . 00 ) dollar for sewer connections . All fees to be paid by the plumber doing the work at the time he re - ceives the permit . All fees so paid for permits shall be paid direct to the plumbing inspector and by him kept for his services herein . SECTION FOURTEEN : Any person , firm or corporation violating any of the provisions of this Ordinance shall be deemed guilty of a mis - demeanor , and upon conviction shall be fined in any sum not more than fifteen dollars , and each day of such violation shall be deemed a separate offense . SECTION FIFTEEN : All ordinances and parts of ordinances in conflict herewith shall be ', and the same are hereby , repealed , and this ordinance shall take effect and be in force from and after its passage , approval and publication .
