BACKGROUND: On February 14, 2017, Engineering staff presented the Sain Street Extension project to the City Council Transportation Committee. The presentation split the planned street work around the Millsap Road / College Avenue intersection into two phases. Near-term improvements included the Sain Street Extension with a new bridge over Mud Creek, Hemlock Avenue (previously called Backage Road), and the Millsap Road / College Avenue intersection. Long-term improvements included changes to Front Street and College Avenue, a future connection to the Flyover, and a future exit from the Fulbright Expressway. The first project initiated was the Sain Street Extension project, which included constructing a new bridge over Mud Creek. The Mud Creek bridge assessment is a payment the City required from nearby developments, as a condition of approval, to cover their share of the bridge cost. The City holds these payments in escrow until it spends them. This project used $292,462 of escrow funds that were contributed for the Mud Creek bridge assessment. This project was completed in June 2023. After completion of this project, two more developments deposited a combined $370,288 into escrow. These developments were approved but not completed by the end of the bridge project. Both of these developments included a condition of approval requiring payment toward the Mud Creek Bridge cost. DISCUSSION: The Millsap/College intersection is part of the near-term improvements presented with the Sain Street Extension and contributes to the 2016 traffic study level of service. It is appropriate to use the remaining escrow funds on this construction project. (See attached exhibits showing proposed improvements). BUDGET/STAFF IMPACT: This budget amendment recognizes $370,288 in developer escrow payments as revenue in the Sales Tax Capital Improvement Fund and adds it to the Millsap / College Intersection Improvements project (06035.7227).
