CITY COUNCIL MEMO
2026-3474
MEETING OF OCTOBER 6, 2026
TO: Mayor Rawn and City Council
THROUGH: Chris Brown, Public Works Director
Terry Gulley, Asst Public Works Director - Ops
FROM: Jared Rabren, Airport Director
SUBJECT: Drake Field - USDA Forest Service Operational Agreement
RECOMMENDATION:
Staff requests approval of the Emergency Facilities & Land Use Agreement No. 1202RZ26K4405 with the
USDA Forest Service to authorize temporary use of the Forestry Ramp at Drake Field in support of aerial
firefighting operations.
BACKGROUND:
Drake Field has historically supported USDA Forest Service aerial firefighting operations through use of its
dedicated Forestry Ramp on the east side of the airfield. The Forest Service requested use of the facility
beginning September 20, 2026, in support of the Southern Area Coordination Center’s FY2026 operations. The
facility will accommodate large air tankers, mobile fire-retardant operations, and temporary administrative and
crew facilities.
DISCUSSION:
The proposed agreement provides for temporary use of the Forestry Ramp for the duration of the incident. The
agreement includes provisions for pre- and post-use facility inspections, removal of temporary improvements,
and restoration of damage beyond ordinary wear and tear.
The agreement is temporary in nature and does not establish a permanent leasehold interest or authorize
permanent development of airport property.
BUDGET/STAFF IMPACT:
The agreement provides for use of the facility at no rental charge. Utility costs associated with the operation
may be reimbursed by the Forest Service, with the final reimbursement arrangement to be determined. The
operation is also expected to generate additional Airport Fund revenue through aviation fuel sales to
participating aircraft.
