BACKGROUND: The solids that are wasted from the biological units at the Noland plant are placed in a holding tank prior to dewatering. Aeration is something that has been desired, to keep the sludge from going septic while being stored. Aeration was already planned as part of the upcoming Noland improvements, but the Utilities Department would prefer to install the sludge blowers before the Noland construction improvements begin. This bid package approval would authorize the purchase of three positive displacement blowers, valves, switches, connectors, and all other appurtenances as required. DISCUSSION: On Wednesday, September 2, 2026, the City of Fayetteville accepted sealed competitive bids for this project. Environmental Technical Sales, LLC of Little Rock submitted the lowest bid. All bids are shown here: Environmental Technical Sales $365,976.00 Instrument & Supply $438,600.00 Haynes Pump & Process $457,092.00 Newman Regency Group $497,100.00 Upon City Council approval and the purchase of the blowers, the next step in this process of improvements will be seeking bids for constructing the base for the blowers. As part of the Noland Plant upgrade, this project is eligible for bond funding. Staff recommends awarding Bid 26-50 and approving the purchase of the sludge blowers for the Noland treatment facility, and approval of a budget amendment. Environmental Technical Sales, Inc. (ETEC) submitted the low bid in the amount of $365,976.00 for three (3) Aerzen blower packages with a fabrication lead time of 24 weeks. Accounting for the fabrication and submittal lead time and review process, this would correspond to an anticipated delivery date of April 2027. While this lead time is longer than other alternatives, we believe it is acceptable given the anticipated minimal to no conflicts with the planned Noland WWTP Improvement Project. The low bid proposal bid has been checked for accuracy and for compliance with the contract documents. One non-compliance item was identified during our review of the Aerzen blower bid. The submitted proposal indicated a design sound pressure level with enclosure of 77 dB(A), which exceeds the 75 dB(A) maximum required by the RFP. Garver contacted ETEC to verify this discrepancy and was informed that the stated value was submitted in error. ETEC confirmed that the maximum sound pressure level with enclosure will not exceed 75 dB(A). Based on this clarification, we have determined that the low bid complies with the requirements of the specifications included in the RFP documents. Our specs indicate a sound level of 75 dbA (Section 43 11 11 Parts 1.3.A.4.a and 2.6.C.9), and Aerzen noted in their clarifications/exceptions that their enclosure could guarantee 77 dBA.
