NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE ARKANSAS: Section 1: That the City Council of the City of Fayetteville, Arkansas hereby approves a budget amendment in the amount of $425,000.00 to transfer funds from the shop fund balance to the shop operating budget for the ongoing purchase of City fleet fuel and petroleum-based fluids through the end of 2026. Mountain Street Fayetteville, AR 72701 www.fayetteville-ar.gov CITY COUNCIL MEMO 2026-3123 MEETING OF OCTOBER 6, 2026 TO: Mayor Rawn and City Council THROUGH: Keith Macedo, Chief Information Officer FROM: Ross Jackson, Fleet Operations Superintendent SUBJECT: Budget Amendment for Fleet fuel and petroleum-based fluids RECOMMENDATION: A RESOLUTION TO APPROVE THE ONGOING PURCHASE OF MOTOR FUELS FLUIDS FOR THE CITY FLEET THROUGH APPROVED VENDORS AND WITHIN THE OPERATING BUDGET AND APPROVE A BUDGET AMENDMENT. BACKGROUND: Fleet Operations is requesting a transfer from the Shop Fund balance to the Shop operating budget to provide sufficient funding for fleet fuel purchases through the end of 2026 due to significant increases in fuel costs. DISCUSSION: Beginning in late February, fuel markets experienced significant volatility, resulting in a substantial increase in the City’s fuel costs. Monthly fuel expenditures increased 41.5% from February to March, and by August, monthly expenditures were approximately 115% higher than in January. While fuel consumption and other operational factors can affect monthly expenditures, the sustained increase in fuel costs has placed significant pressure on the existing fuel appropriation. These increased costs also extend to petroleum-based products, including oils and other vehicle and equipment fluids. As a result, an additional appropriation will be necessary to maintain City operations through the remainder of the year and provide sufficient funding for inventory fuel, fuel card purchases, and petroleum-based fluids. BUDGET/STAFF IMPACT: A budget amendment is attached for your approval from the fleet fund balance. ATTACHMENTS: 3. Staff Review Form, 4.
