RECOMMENDATION: A RESOLUTION TO APPROVE THE PURCHASE OF THREE EXCAVATORS PLUS ATTACHMENTS IN THE AMOUNT OF $328,995.87 PLUS ANY ADDITIONAL SURCHARGES, TARIFFS, FREIGHT CHARGES AND DELIVERY FEES THROUGH WT TRANSFER HOLDING COMPANY LLC., IN ACCORDANCE WITH A SOURCEWELL COOPERATIVE PURCHASING CONTRACT (020223-CEC) AND APPROVE A BUDGET AMENDMENT. BACKGROUND: (3) Expansion excavators and attachments (WSEW_F131, F132 and F133). DISCUSSION: The Water and Sewer Department is requesting equipment expansions to support the City's increased efforts to self -perform water and sewer main construction and polyethylene water service line replacements. Currently, crews share dump trucks, excavators, and trailers, which can delay projects and reduce efficiency. Additional equipment will allow crews to work more independently, improve productivity, and better utilize employees. In 2026, Water Sewer expects to replace more than 10,000 feet of water main and 1,000 water service lines, in addition to routine maintenance and emergency repairs. The department has found self -performing this work saves approximately 60% compared to contracting, while also reducing project timelines, change -order risks, and costs associated with outside engineering and inspection. Recent projects demonstrate these savings: Ridgeway & Crestwood: 8,000 feet of 6-inch water main; estimated contractor cost of $3.05 million versus $1.186 million in-house, a savings of approximately 61 %. Treat & Dowell: 2,000 feet of 18-inch and 12-inch water main; estimated contractor cost of $865,000 versus $292,000 in-house, a savings of approximately 66%. Aqua Xing: 42 water service lines replaced, eliminating approximately 5.56 million gallons of annual water loss, with an estimated annual value of approximately $10,000.
