HomeMy WebLinkAbout185-26 RESOLUTIONPage 1 113 West Mountain Street Fayetteville, AR 72701 (479) 575-8323 Resolution: 185-26 File Number: 2026-2486 A RESOLUTION TO WAIVE COMPETITIVE BIDDING AND APPROVE THE PURCHASE OF MIOVISION TRAFFIC SIGNAL EQUIPMENT IN THE AMOUNT OF $868,494.00 FROM PINKLEY SALES COMPANY, PLUS ANY APPLICABLE SALES TAXES WHEREAS, the City manages 115 traffic signals throughout the City and each location uses video to detect the presence of vehicles and control the signal timing to accommodate changing traffic conditions over the course of the day; and WHEREAS, the City’s current traffic signal systems identify vehicles by monitoring pixel movement within detection boxes drawn on a live video feed and can be affected by lighting, shadows, and weather conditions; and WHEREAS, several intersections rely on radar-based detection, which can experience reduced accuracy when vehicles approach at steep or inconsistent angles and several also have a separate system for detecting emergency vehicles and triggering the signal to prioritize the movement of these vehicles through the intersection; and WHEREAS, the Miovision system will provide significant improvements related to traffic signal management which will allow the city to improve traffic flow, emergency response, and eventually prioritize bus transit; and WHEREAS, Miovision has become the City’s standard equipment for both new traffic signals and signal modernization projects and standardizing on a single manufacturer minimizes compatibility issues within individual signal systems, ensures seamless communication between interconnected signals, and simplifies long-term maintenance, training, and technical support; and WHEREAS, Miovision products are sold exclusively through authorized distributors with designated geographic service territories and Pinkley Sales Company is the only authorized distributor serving this region. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS: Section 1: That the City Council of the City of Fayetteville, Arkansas hereby determines that an exceptional situation exists in which competitive bidding is deemed not feasible or practical and therefore waives the requirements of formal competitive bidding and authorizes the purchase of Miovision traffic signal equipment in the amount of $868,494.00 from Pinkley Sales Company, plus any applicable sales taxes. RECOMMENDATION: Staff recommends approval of a waiver of requirements of competitive bidding and purchase of Miovision traffic signal equipment from Pinkley Sales Company in the amount of $868,494 plus applicable sales tax, estimated to be $84,679. BACKGROUND: The City manages 115 traffic signals throughout the community. Each intersection uses technology to adjust signal timing in response to changing traffic conditions throughout the day. Most intersections currently rely on video detection systems that identify vehicles by monitoring pixel movement within designated detection zones on a live video feed. While these systems are effective, their performance can be impacted by changing lighting conditions, shadows, and inclement weather. Additionally, several intersections utilize radar-based vehicle detection, which may experience reduced accuracy when vehicles approach from steep or inconsistent angles. The proposed Miovision system will provide significant improvements related to traffic signal management which will allow the city to improve traffic flow, emergency response, and eventually prioritize bus transit. DISCUSSION: Discussion The Miovision system provides a modern, integrated solution to improve traffic signal management by enhancing traffic flow, traffic count data collection, emergency vehicle priority, and future transit priority capabilities. Miovision integrates with the City's existing traffic management infrastructure and includes traffic management cameras. These cameras are used solely for traffic operations and signal optimization. Video is stored locally within the traffic signal cabinet, is not retained long-term, and is not stored in the cloud. Key capabilities include: • GPS-Based Emergency Vehicle Priority/Preemption: Activates signal preemption based on the GPS location of emergency vehicles, allowing intersections to clear farther in advance of an approaching emergency vehicle. The City's current line-of-sight system limits activation based on vehicle speed and proximity to the intersection. Miovision integrates with the City's existing AVL/GPS platform, reducing hardware costs while expanding emergency vehicle priority and preemption capabilities. Mountain Street Fayetteville, AR 72701 www.fayetteville-ar.gov • Future Transit Signal Priority: The GPS-based platform also supports future transit enhancements by enabling buses to request extended green signal timing to help maintain route schedules and improve service reliability. The purchase includes traffic management cameras at 26 intersections, 35 Miovision controller units, and licensing for 66 signalized intersections. The 66 licensed locations represent the City's highest-priority intersections for emergency vehicle preemption, based on analysis of 911 response data. The City currently has emergency vehicle preemption at only 16 traffic signals; therefore, this project represents a significant expansion of emergency response capabilities and an important investment in traffic signal modernization. A waiver of the competitive bidding requirements is necessary because the purchase of these components is neither feasible nor practical for the following reasons: 1. Standardization and Compatibility. Miovision represents the current state of the art in vehicle detection and emergency vehicle preemption technology and has become the City's standard equipment for both new traffic signals and signal modernization projects. Standardizing on a single manufacturer minimizes compatibility issues within individual signal systems, ensures seamless communication between interconnected signals, and simplifies long-term maintenance, training, and technical support. 2. Sole Authorized Distributor. Miovision products are sold exclusively through authorized distributors with designated geographic service territories. Pinkley Sales is the authorized distributor serving this region and is therefore the only source from which the City can procure this equipment.
