A RESOLUTION TO AUTHORIZE STAFF TO PROCEED WITH THE DRAKE FIELD AIRPORT
TERMINAL MODERNIZATION PROJECT IN THE AMOUNT OF $200,000.00, TO APPROVE THE
PURCHASE OF FURNITURE IN THE AMOUNT OF $157,035.74 FROM THE NORMAN COMPANY, INC.
PURSUANT TO TIPS AND OMNIA COOPERATIVE PURCHASING CONTRACTS, AND TO APPROVE A
BUDGET AMENDMENT
WHEREAS, Drake Field Airport serves as a significant economic gateway into the City of Fayetteville that is used
each year by corporate travelers, public figures, dignitaries, elected officials, and other visitors who come to
Fayetteville for business, athletics, government, and community-related purposes; and
WHEREAS, the terminal has not received meaningful investment, improvement, or modernization in more than 21
years; and
WHEREAS, much of the existing furniture and interior condition dates back to improvements made by the former
fixed-base operator prior to the City assuming operation of Drake Field in 2013; and
WHEREAS, the project will modernize the terminal through a series of targeted investments designed to improve the
user experience, enhance the functionality of the facility, and better position Drake Field as an economic development
asset and civic gateway.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE,
ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby authorizes staff to proceed with the Drake
Field Airport Terminal Modernization project in the amount of $200,000.00.
Section 2: That the City Council of the City of Fayetteville, Arkansas hereby authorizes the purchase of furniture in the
amount of $157,035.74 from the Norman Company, Inc., pursuant to TIPS and Omnia Cooperative Purchasing
contracts.
Section 3: That the City Council of the City of Fayetteville, Arkansas hereby approves a budget amendment, a copy of
which is attached to this Resolution.

SUBJECT: Drake Field - Terminal Modernization Plan
RECOMMENDATION:
Staff recommends approval of a Resolution authorizing staff to proceed with the Drake Field Airport Terminal
Modernization project in the amount of $200,000, to approve the purchase of furniture from The Norman
Company, Inc. in the amount of $157,035.74, pursuant to TIPS and Omnia cooperative contracts, and to
approve a budget amendment.
BACKGROUND:
Drake Field Airport serves as a significant economic gateway into the City of Fayetteville. Each year, the
airport is used by corporate travelers, public figures, dignitaries, elected officials, and other visitors who come
to Fayetteville for business, athletics, government, and community-related purposes. In many cases, the Drake
Field terminal is the first impression these visitors have of the city.
The terminal has not received meaningful investment, improvement, or modernization in more than 21 years.
Much of the existing furniture and interior condition dates back to improvements made by the former fixed-base
operator prior to the City assuming operation of Drake Field in 2013. As a result, the terminal no longer fully
reflects our community or the role the airport plays as an economic front door into the community.
This project would modernize the terminal through a series of targeted investments designed to improve the
user experience, enhance the functionality of the facility, and better position Drake Field as the economic
development asset and civic gateway that it is. These improvements will benefit a wide range of airport users,
including corporate travelers, visitors, tenants, airport staff, and Razorback Athletics teams that routinely use
Drake Field for travel.
DISCUSSION:
Scope of Project:
The Drake Field terminal modernization plan includes several strategic improvements designed to expand
seating, enhance functionality, improve the user experience, and elevate the overall interior of the terminal into
a more welcoming space that reflects both the City of Fayetteville and the airport’s role as an economic driver.
The largest component of the project is the installation of new furniture throughout the terminal. This
investment will improve seating capacity, functionality, comfort, and the overall appearance of the facility. The
expanded seating will serve all Drake Field users and will also better accommodate Razorback Athletics,
ensuring full teams have adequate seating during game day departures and other travel needs. The furniture

purchase from The Norman Company, Inc. will be utilizing cooperative contracts through TIPS (#230301) and
Omnia (#2020000606).
In addition to new furniture, the project includes new paint, carpet, lighting, and technology upgrades, including
improved Wi-Fi infrastructure. Together, these improvements will provide a comprehensive refresh of the
terminal and help ensure Drake Field presents a professional, functional, and welcoming environment for
visitors, corporate users, athletic teams, and the broader community.
The Benefits of the Drake Field Terminal Modernization Project:
The Drake Field Terminal Modernization project provides clear benefits to the City, the airport, and the broader
community. While the project focuses on interior improvements, its impact extends beyond furniture, paint,
carpet, lighting, and technology upgrades. At its core, this project ensures one of Fayetteville’s most important
gateways reflects the quality, professionalism, and momentum of the city.
The project strengthens Drake Field’s role as an economic development asset. Airport users routinely visit
Fayetteville for business, institutional, athletic, and community-related purposes. In many cases, the terminal is
their first impression of Fayetteville. A modern, comfortable, and professional terminal helps communicate that
Fayetteville values its public assets, supports growth, and takes seriously the experience it provides to visitors,
investors, and partners.
The project also improves functionality for all terminal users. New furniture will expand seating capacity,
improve comfort, and create a more usable layout for passengers, guests, airport staff, tenants, and other
airport users. These improvements are especially important as activity at Drake Field continues to grow and as
the airport serves a broader range of users, including corporate aviation, flight training, institutional travel,
community events, and Razorback Athletics team travel.
As Fayetteville continues to grow, the airport will play an increasingly important role in economic, tourism,
athletics, and regional connectivity. A modernized terminal helps ensure Drake Field is prepared to serve that
role and meet the existing and future needs of its customers.
BUDGET/STAFF IMPACT:
A budget amendment to add $200,000 to the Airport Terminal Improvements Project for the Drake Field
Terminal Modernization Plan is attached.

Narrative for Furniture and Space Enhancements:
The Drake Field terminal modernization project begins with the removal of existing furniture and wall paneling, followed by a full interior
refresh including new paint and replacement of flooring throughout the terminal. The welcome desk has been repositioned to improve
circulation, enhance functionality, and open the seating area for greater capacity and comfort.
Additional improvements include upgraded lighting throughout the facility and targeted technology enhancements, including new
televisions, flight information displays, and expanded Wi-Fi infrastructure to improve connectivity and overall user experience.
The project is completed with the installation of new furniture, significantly increasing both the quantity and quality of seating available to
visitors, passengers, and corporate users of Drake Field.

binding order, not subject to cancellation.

4. DRAWINGS: All drawings are property of Norman Company and are not to be used, shared, sent or modified without the express consent of Norman
Company. Any changes to the drawings upon installation are subject to additional charges.
5. STORAGE: In the event purchaser�s premises are not ready to receive any shipment on its scheduled deliver date, Norman Company will provide
warehousing and will receive as additional compensation an amount equal to one percent (1%) per month of the selling price of all items stored over 14 days
plus any additional handling and/or delivery costs.
6. DELIVERY: All work, delivery and installation shall be performed on normal business days (Monday through Friday) between the hours of 8:00 a.m. and
5:00 p.m. Purchaser shall bear any additional costs incurred by Norman Company resulting from overtime work furnished at purchaser�s request.
7. ACCEPTANCE: All goods shall be inspected and accepted or rejected by purchaser upon delivery. Written notice of all defects, missing items or other
improper delivery will be provided by purchaser to Norman Company within two (2) business days.
8. PAYMENT: Acceptance of delivery constitutes acceptance of merchandise as delivered. Merchandise will be invoiced upon delivery. Purchaser agrees to
pay every invoice according to terms listed on the invoice. Invoices will be payable upon receipt unless a credit application has been submitted and approved
or prior written arrangements have been agreed to by Norman Company. All credit card payments will be charged an additional 2.0% fee. Partial shipments
may be billed as merchandise is delivered or stored. Items damaged or incorrect may be withheld from payment until complete.
9. TAXES: All invoices will include appropriate sales tax unless sales tax exemption is provided by purchaser before final invoice is generated.
GOVERNING LAW: All purchase orders, quotations, proposals and invoices will be interpreted in accordance with the laws of the State of Arkansas.
Buyer hereby grants and assigns to Norman Company Inc., a continuing purchase money security interest in and a lien upon all of the Buyer�s right, title and
interest in and to the products described in the attached proposal (the �Collateral�) to secure the prompt payment, performance and observance of all
indebtedness, obligations, liabilities and agreements of any kind of the Buyer to Norman Company, Inc., however evidenced, now existing or hereafter arising
in connection with the purchase of the Collateral from Norman Company, Inc.
