A RESOLUTION TO APPROVE AMENDMENT NO. 1 TO THE CONTRACT WITH OLSSON, INC. IN THE
AMOUNT OF $25,000.00 FOR GRANT APPLICATION SERVICES FOR THE RAILROAD CROSSING
ELIMINATION PROGRAM
WHEREAS, on October 15, 2024, the City and Olsson, Inc. entered into an Agreement for professional engineering
services for the Northwest Arkansas Corridor Safety Study; and
WHEREAS, the scope of the current contract does not include grant writing services, and the City now wishes to
increase the scope of work to include grant writing services to apply for a U.S. Department of Transportation Railroad
Crossing Elimination Grant to fund additional project delivery services and implementation.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE,
ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby authorizes Mayor Rawn to sign
Amendment No. 1 with Olsson, Inc. in the amount of $25,000.00 for grant application services for the Railroad
Crossing Elimination Program.

SUBJECT: Contract Amendment with Olsson for Railroad Crossing Elimination Grant
Application Preparation
RECOMMENDATION:
Staff recommends approval of contract Amendment #1 to the master agreement with Olsson in the amount of
$25,000.00 for grant application services for the Railroad Crossing Elimination program that is offered by the
Federal Railroad Administration.
BACKGROUND:
The Cities of Fayetteville and Springdale, in collaboration with Arkansas & Missouri Railroad, were awarded a
2022 Railroad Crossing Elimination (RCE) Grant with 80% funding for the study coming from the Federal
Railroad Administration (FRA) and 20% of funding from local matches (Resolution #256-24 ). This $720,000
study focused on eight railroad crossings spanning a 14-mile rail corridor across both cities to identify
individual solutions to the unique combinations of challenges and safety hazards at each crossing, all of which
intersect with some of the busiest roads in Northwest Arkansas.
DISCUSSION:
This contract amendment will provide funding for Olssen to apply for a new RCE grant for implementation of
the study results at two key locations in Fayetteville. These are at the University and Frisco railroad crossings.
These improvements will address mobility and safety challenges, emergency vehicle access, transit
connections, reliability of commercial transport via rail, and network resiliency for all forms of transport using
intersecting roads.
BUDGET/STAFF IMPACT:
This contract amendment will increase the contract amount by $25,000 to $745,000. Funding for the
preparation of this grant application will come from the Transportation Street Improvements Sales Tax Capital
Improvement funding.

AMENDMENT NO. 1 To CONTRACT FOR PROFESSIONAL ENGINEERING SERVICES FOR THE NORTHWEST ARKANSAS CORRIDOR SAFETY STUDY Between CITY OF FAYETTEVILLE, ARKANSAS And OLSSON, Inc. WHEREAS, on October 15, 2024, the City of Fayetteville, Arkansas (CITY OF FAYETTEVILLE) and
Olsson, Inc. of Fayetteville, Arkansas (ENGINEER) entered into an Agreement for professional
engineering services for the Northwest Arkansas Corridor Safety Study (the "Project"); and
WHEREAS, the scope of the current contract does not include grant writing services, and the CITY OF
FAYETTEVILLE now wishes to increase the scope of work to include grant writing services; and
WHEREAS, the CITY OF FAYETTEVILLE has requested grant writing services to apply for a U.S. Department of Transportation Railroad Crossing Elimination Grant to fund additional project delivery
services and implementation; and
WHEREAS, the current Agreement must now be amended to provide the additional scope and amount of
compensation to the ENGINEER for the additional work; and
NOW THEREFORE, in consideration of the mutual covenants and Agreements herein contained, CITY
OF FAYETTEVILLE and the ENGINEER, the parties hereto, stipulate and agree that the Contract for
Professional Engineering Services dated October 15, 2024, is hereby amended in the following
particulars:
SECTION 5 -PAYMENTS TO ENGINEER
Delete the first sentence of Section 5 .1 and replace with the following:
a.The maximum not-to-exceed amount authorized for this Agreement is $745,000.00.
For clarification, Amendment No. 1 increases the total project fee by $25,000.00.
APPENDIX A -SCOPE OF SERVICES
The additional Scope of Services is included in Appendix A attached hereto and made part of this
Agreement.
All other provisions of the original Agreement remain in full force and effect

Railroad Crossing Elimination (RCE) Grant Writing
Scope of Work for Grant Writing
1. Project Management
Project Start Date – April 27, 2026
Project End Date – No later than the deadline stipulated in the NOFO
2. Grant Writing
USDOT Railroad Crossing Elimination Grant
Objective: To develop a complete RCE grant application for railroad crossing improvements at
University Avenue (Fayetteville), Frisco Avenue (Fayetteville), and County Line Road (Springdale). The
project scope includes project development and construction activities for implementation such as
preliminary and final design, geotechnical studies, environmental studies, NEPA documentation, utility
coordination, right-of-way plans and easement documents, acquisition related services, and
construction related services. Project will be in coordination with City of Fayetteville, City of Springdale,
and A&M Railroad.
Scope of Work
Communication and Project Management:
Weekly check-in with City’s project lead(s) following initial kick-off meeting.
Grant Application Development:
Develop a complete application in compliance with the upcoming RCE NOFO.
Compensation:
Client shall pay to Olsson for the performance of the Scope of Services, the actual time of personnel
performing such services in accordance with the Labor Billing Rate Schedule(s), and all actual
reimbursable expenses in accordance with the Reimbursable Expense Schedule attached to this
agreement. Olsson shall submit invoices on a monthly basis, and payment is due within 30 calendar days
of invoice date.
Olsson’s Scope of Services will be provided on a time-and-expense basis not to exceed $25,000.
