RECOMMENDATION: A RESOLUTION TO APPROVE THE PURCHASE OF ONE EXCAVATOR AND ATTACHMENTS IN THE AMOUNT OF $104,726.81 FROM JA RIGGS TRACTOR CO. PURSUANT TO A SOURCEWELL COOPERATIVE PURCHASING CONTRACT (020223-CAT) PLUS ANY APPLICABLE SURCHARGES, FREIGHT CHARGES AND DELIVERY FEES UP TO 10% OF THE ORIGINAL PURCHASE PRICE. BACKGROUND: 829 (TRAN_F039) is a 2015 excavator that has surpassed its expected service life and is recommended for replacement. DISCUSSION: Asset 829 has been in service since 2015 and has exceeded its established eight-year life cycle. According to our fleet management software, it has reached the replacement grading threshold, indicating replacement is recommended due to age, utilization, and increasing maintenance requirements. Once an asset reaches the replacement threshold, maintenance and downtime costs typically begin increasing at a rate that outweighs the financial benefit of delaying replacement. Based on the unit’s condition, utilization, and life cycle indicators, this excavator has exceeded its most cost-effective service window. Replacing the unit at this time will support operational reliability, reduce long-term maintenance costs, and ensure continued service delivery for departments utilizing the equipment. The replacement unit is requested with additional attachments for the transportation department's daily changing requirements. BUDGET/STAFF IMPACT: This is a budgeted replacement and sufficient funds are available within the fleet replacement fund. ATTACHMENTS: 3. Staff Review Form, 4.
