BACKGROUND: A private hangar development has identified existing underground utilities, including electrical infrastructure serving the terminal, within the planned building footprint that will require relocation. To address this issue, the City's Engineering Department has coordinated with SWEPCO to identify an alternative alignment for the affected utilities. The proposed relocation shifts the electrical service to a new utility corridor adjacent to the hangar site and generally parallel to the parking lot serving the airport terminal. DISCUSSION: Approval of this easement will grant SWEPCO a 20-foot-wide permanent utility easement in the area necessary to construct, operate, and maintain relocated electrical infrastructure, as well as other compatible underground utilities. The easement allows for typical utility uses, including underground electrical lines and related infrastructure, while prohibiting above-ground wireless communication facilities. The City retains the right to use the surface of the easement area for compatible purposes but will restrict the construction of permanent structures within the easement boundaries. Relocation of the existing utilities into this new corridor is necessary to remove current conflicts and allow the hangar development project to proceed. Staff has worked closely with SWEPCO to ensure the proposed easement location is efficient, minimizes future conflicts, and supports long-term airport operations and development.
