A RESOLUTION TO AUTHORIZE AN APPLICATION FOR AN 80/20 FEDERAL-AID GRANT THROUGH
THE SAFE STREETS FOR ALL PROGRAM FROM THE US DEPARTMENT OF TRANSPORTATION IN
AN AMOUNT NOT TO EXCEED $7,200,000.00 FOR THE COMPLETION OF THE SAFETY AND
MOBILITY IMPROVEMENTS ON JOYCE BOULEVARD
WHEREAS, East Joyce Boulevard which serves as the primary east/west connection between highway 265 and
Highway 71 in north Fayetteville is an Ozark Regional Transit Route and is heavily developed with mixed land uses,
including apartment complexes, single-family homes, restaurants, banks, schools, offices, parks and senior housing;
and
WHEREAS, Joyce Boulevard has been identified on Fayetteville’s High Injury Network map with 667 total crashes
and eight crashes resulting in fatalities and/or serious injuries from 2017 to 2021 and key needs are reduction of overall
operating speeds and improvements in access management to reduce the frequency and severity of crashes; and
WHEREAS, the Safe Streets for All (SS4A) Fiscal Year 2026 proposal will seek funds to improve intersection on East
Joyce and North College Avenue, Bellafont Boulevard, and Crossover Road as well as shared-use path connections,
median extensions, sidewalk improvements, pavement rehabilitation, lighting improvements, landscaping, signage, and
striping; and
WHEREAS, this funding would utilize planning and design development investments from current SS4A funds,
allowing the City to direct most expenditures to construction costs; and
WHEREAS, the funds would also supplement the City’s ADA Transition Planning to improve access to facilities in
public rights of way, including sidewalks.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE,
ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby authorizes Mayor Rawn to submit an
application for an 80/20 federal-aid grant through the Safe Streets for All program from the US Department of
Transportation in an amount not to exceed $7,200,000.00 for the completion of the safety and mobility improvements
on Joyce Boulevard.

SUBJECT: Request to Submit SS4A FY 2026 Grant Application
RECOMMENDATION:
Staff requests City Council approval to submit a Safe Streets for All (SS4A) FY 2026 funding proposal to the
Department of Transportation (DOT). The funding sought will allow the City to complete envisioned safety and
mobility improvements on Joyce Blvd, from Hwy 265 (Crossover Road) to 71B (N. College Avenue).
BACKGROUND:
The City of Fayetteville is currently implementing a $25,000,000 Federal Highway Administration FY 2023 Safe
Streets and Roads for All award, which supports five road design and construction projects focused on
improving safety and ease of movement for motorists, bicyclists, and pedestrians. E. Joyce Boulevard, from
Crossover Road to N. College Avenue, is one of the targeted corridors for this program, and we have
contracted Kimley-Horn, Inc. as our design partner. During our design development process, we have
identified critical safety and mobility improvement opportunities for this vital yet hazardous corridor that require
additional funds to achieve. If successful, this award will augment current funding sources, including SS4A FY
2023, to construct needed vehicle and pedestrian improvements.
DISCUSSION:
E. Joyce Blvd. serves as the primary east/west connection between Highway 265 and Highway 71 in north
Fayetteville (ADT 28K). This 1.6-mile street corridor is an Ozark Regional Transit Route and is heavily
developed with mixed land uses, including apartment complexes, single-family homes, restaurants, banks,
schools, offices, parks and senior housing. Joyce Blvd has been identified on Fayetteville’s HIN map with 667
total crashes and eight crashes resulting in fatalities and/or serious injuries from 2017 to 2021. Key needs are
reduction of overall operating speeds and improvements in access management to reduce the frequency and
severity of crashes.
The SS4A FY 2026 proposal will seek funds to improve intersections on E. Joyce and N. College Ave.,
Bellafont Blvd., and Crossover Rd., as well as shared-use path connections, median extensions, sidewalk

funding would utilize planning and design development investments from current SS4A funds, allowing the City
to direct most expenditures to construction costs. Importantly, the funds would also supplement the City's ADA

BUDGET/STAFF IMPACT:
The proposal will seek $7,200,000 in federal funding, to which the City of Fayetteville would be obligated to

match $1,200,000, or 20% of the $9,000,000 total estimated project costs. The local match will be budgeted
from Transportation Bond funds. A Budget Adjustment will be posted if and when our application is successful.
