A RESOLUTION TO EXPRESS THE WILLINGNESS OF THE CITY OF FAYETTEVILLE TO UTILIZE
FEDERAL-AID FUNDS FOR THE CLABBER CREEK BRIDGE REPLACEMENT PROJECT
WHEREAS, ARDOT performs bi-annual bridge inspections for all the bridges in the state and during the most recent
inspection there were several significant items noted about a bridge spanning Clabber Creek, including reducing the
posted weight limit for the bridge; and
WHEREAS, a bridge engineering consultant retained by the City determined that the bridge has approximately five
years of service life if no further repairs are made and recommended that, due to the age of the structure, the best long-
term solution was full replacement; and
WHEREAS, the City of Fayetteville (hereinafter called the “City”) understands Federal-aid funds are available for
certain local projects at the following Federal and City participating ratios per project:

WHEREAS, the City is requesting the Arkansas Department of Transportation (hereinafter called the “Department”)
make funding available to replace the Clabber Creek Bridge (Structure No. 19777) on North Hughmount Road; and
WHEREAS, the Department has agreed to provide Federal-aid funds for ninety percent of the costs for a feasibility
study; and
WHEREAS, the Department will assign an on-call consultant to perform the feasibility study, which will include

preliminary engineering for conceptual level plans and development of a planning-level cost estimate; and
WHEREAS, upon completion of the feasibility study, the City will request additional funding for future phases as
needed.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE,
ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas will participate in accordance with its designated
responsibilities in this project.
Section 2: That the City Council of the City of Fayetteville, Arkansas hereby authorizes Mayor Rawn to execute all
appropriate agreements and contracts necessary to expedite the construction of these projects.
Section 3: That the City Council of the City of Fayetteville, Arkansas pledges its full support and hereby authorizes the
Arkansas Department of Transportation to initiate action to implement this project.

SUBJECT: Approval of a resolution expressing the willingness of the City of Fayetteville to
utilize federal-aid monies for the following project: Clabber Creek Bridge
Replacement on N. Hughmount Road (Structure No. 19777)
RECOMMENDATION:
Staff recommends the approval of a resolution expressing the willingness of the City of Fayetteville to utilize
federal-aid monies for the Clabber Creek Bridge Replacement on N. Hughmount Road (Structure No. 19777).
BACKGROUND:
This bridge spans Clabber Creek on N. Hughmount Rd. and was built in 1986. This section of roadway was in
Washington County until the Hughmount Village Subdivision and adjacent areas were annexed into the City on
07/04/2020 (Ordinance #6317).
DISCUSSION:
ArDOT performs bi-annual bridge inspections for all the bridges in the state. On the most recent inspection
there were several significant items mentioned including reducing the posted weight limit for the bridge. Staff
engaged with a bridge engineering consultant to review the inspection report and give recommendations. The
consultant stated that the bridge had approximately five years of service life if no further repairs are made.
They recommended that, due to the age of the structure, the best long-term solution was full replacement. This
new structure would have a much longer service life while also improving floodplain capacity and allowing the
addition of sidewalk/trails across it.
However, this is also the most expensive option, so staff explored options for grant assistance. The ArDOT
Local Bridge Program offers a significant federal funding match for bridge replacements, covering 90% of the
cost, leaving the City responsible for only 10%. The federal cap is limited by the amount available in the
program budget from year to year, though, so the total city match will likely be higher than 10%.
Staff submitted a request to ArDOT to determine the eligibility for this grant and was notified it is eligible for the
funding. In order to pursue this, the next step is to pass the attached resolution to enter an agreement with
ArDOT. This will allow them to initiate a feasibility study to determine the scope and cost of the work. The City
will be obligated to pay $5,000 to fund this study. Staff will then bring back a resolution to obligate any needed
city funding for the bridge project once this scope is completed. Staff will also continue to do bridge repairs as
necessary to maximize the life of the structure.

ArDOT will charge a $5,000 fee for the City's share of the feasibility study. This will come from Sales Tax
Captial Improvements funds.

of Transportation to initiate action to implement this project.
