HomeMy WebLinkAbout70-97 RESOLUTIONRESOLUTION NO. t o-sl SCAI\vt-l A RESOLUTION ACCEPTING DEPARTMENT OF ruSTICE GRANTS IN THE AMOUNTS OF $25,818 TO ADD AN OFFICER ASSIGNED TO BIKE PATROL AND $32,662 TO ADD AN OFFICER AS A SCHOOL RESOURCE OFFICER AND APPROVING THE ATTACHED BUDGET ADruSTMENTS COVERING THE CITY'S PORTION OF THE EXPENSE. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS: Section 1 . That the City Council hereby accepts a grant award in the amount of $25,818 from the Department of Justice allowing for a new bike patrol officer salary (90%); and approves a budget adjustment increasing Personnel Services, Acct. No. l0l0 2940 Various, in the amount of $28,687, by decreasing Federal Grants, Acct. No. 1010 0001 4309 00 in the amount of $25,818 and Use of Fund Balance, Acct. No. 1010 0001 4999 99 in the amount of $2,869. A copy of the grant award and budget adjustment is attached hereto marked Exhibit I'A" and made a part hereof. Section 2. The City Council hereby accepts a grant award in the amount of $32,662 from the Department of Justice, Local Law Enforcement Block Grants Program allowing the addition of an officer as a school resource officer; and approves a budget adjustment increasing Personnel Services, Acct. No. l0l0 2940 Various, in the amount of $31,294; Motor Pool Charges, Acct. No. 10102940 5331 00, in the amount of $1,971; Replacement Charges, Acct. No. l0l0 2940 5331 01, in the amount of 3,629; Vehicle Maintenance, Acct. No. l0l0 2940 5403 00, in the amount of $960; and Fixed Assets, Acct. No. l0l0 2940 5801 00, in the amount of $2,500 by decreasing Federal Grants, 1010 0001 4309 00, in the amount of $32,662 and Use of Fund Balance, Acct. No. 1010 0001 4999 99, in the amount of $7,692. Grantee audit reports must be submitted no later than thirteen ( I 3) months after the close of each fiscal year during the term of the award. Recipients who receive $ 100,000 or more of federal funds during their fiscal year, are required to submit an organization-wide financial and compliance audit report. Recipients who receive S25,000 to $100,000 of federal funds, are required to submit a program or organization-wide audit report as directed by the granting agency. Public Hearing In addition, each jurisdiction must hold at least one public hearing regarding the proposed use of LLEBG Program funds. At the hearing, persons shall be given an opportunity toprovide written and oral views to the unit of local government authority responsible for implem"nting program activities. Memorandum To:Bureau of Justice Assistance (BJA) Recipients of the FY 1997 Local Law Enforcement Block Grants (LLEBG) Funds From:Mary F LLEBG Division Subject:LLEBG Award Acceptance Procedure Award Process The Bureau of Justice Assistance (BJA) has recently completed processing over 3000 awards to States and units of local govemment eligible for Fiscal Year 1997 funding through the Local Law Enforcement Block Grants (LLEBG) Program. In order that we might be able to provide you with a full measure of service and ensure that you receive your grant funds in a timely fashion, we have enclosed a number of materials that describe program and administrative requirements. Within 45 days of receipt, the Chief Executive Officer of your jurisdiction must counter-sign both the enclosed award documents in box number 19, and the last page of the special conditions and return a copy to the LLEBG Control Desk, 810 Seventh Street, NW, Washington, DC 20531. Execution of these documents denotes the official grantee's acceptance of the award, and the grantee's agreement to comply with the attached special conditions. Banking information has also been included as part of the special conditions. For those grantees that have already completed the Automated Clearing House (ACH) Enrollment Forms, do not complete the banking information, unless it has changed (most FY 1996 LLEBG grantees have already submitted this information). New FY 1997 LLEBG grantees must complete the banking information to be enrolled in the Phone Activated Paperless Request System (PAPRS). All grantees will draw down funds through PAPRS, which enables grantees to use their touch tone telephone to request funds. Subsequent Mailings Within 45 days you will receive a variety of additional materials from us designed to assist you in implementing your LlEBG-supported programs. Among these will be LLEBG progress reporting materials, annual written assessment requriements and an addendum to the guidance manual. Enclosed is a Local Law Enforcenrent Block Grants Program Application Kit. which identifies the program purposes and gives detailed instructions for submitting an application to BJA. The kit contains all required forms, certifications, and assurances to secure an award. To facilitate the application process, we encourage yoLl to submit your application in electronic format via computer modem using our 800 number or the formatted computer disk provided rvith the application kit. Your jurisdiction has been given a unique identification (ID) number and a password. You rvill need both to apply via computer modem. Only the ID number is needed to apply via formatted Cisk. Applications also may be submitted by facsimile or by mailing in the hard copy application. However, to expedite the application process, we ask that applications be submitted using only one of these four methods. Upon notification of an award under this program, and prior to obligation of any funds, each local jurisdiction is required by statute to establish an advisory board to review the application and make nonbinding recommendations on the use of Block Grants funds. The jurisdiction is also required to conduct at least one public hearing on the use of Block Grants funds prior to fund obligation. Federal funds provided under a grant from this program may not exceed 90 percent of the total costs of the project. The matching share (at least l0 percent) must be cash. The matching share must be obligated and expended during the Federal project period. Please be aware that there is a provision in the statute that addresses the potential for funding disparities between counties and cities within those counties. Per this provision, the State Attorney General may certify that such a funding disparity exists and in certain cases that the disparity is likely to threaten the efficient administration of justice. The last date that such a certification may be submitted to BJA coincides with the application due date, July 11,1997. If such a disparity is certified relative to your jurisdiction, you are required to submit a joint funding plan with the other jurisdictions affected by the disparity.
