A RESOLUTION AUTHORIZING THE PARKS AND
RECREATION DTVISION TO APPLY FOR $IOO,OOO.OO FROM
THE ARKANSAS STATE HIGHWAY AND TRANSPORTATION

PROGRAM FOR THE CONSTRUCTION OF AN ACCESSIBLE
MULTI-USE TRAIL AROUND LAKE FAYETTEVILLE.
BE IT RESOLVED BY TIM CITY COT'NCIL OF TIIE CITY OF FAYETTEVILLE,
ARKANSAS:
Section 1. That the City Council hereby authorizes the Parks and Recreation Division
to apply for $100,000.00 (50/50 matching tunds) from the Arkansas State Highway and
Transportation Department Arkansas Recreational Trails Program for the construction of an
accessible multi-use trail around Lake Fayetteville. A copy of the Grant Application is attached
hereto marked Exhibit "A" and made a part hereof.

Background
Parks and Recreation received a $20,000 matching grant from the Arkansas State Highway and
Transportation Department for their Recreational Trails Program (1997) for improvements to the
Lake Fayetteville Trail.
Current Status
The Parks and Recreation Division has been given approval to utilize the matching grant funds to
construct three trailhead kiosks, signage, and marketing materials for the Lake Fayetteville Trail.
The Arkansas State Highway and Transportation Department has provided the City a contract to
sign as part of the grant process. After the contract has been approved and signed by the City of
Fayetteville and the Director of Highways and Transportation a notice to proceed will be issued.
Resolution 57-97 and the Agreement of Understanding have already been completed for this
project. See Attached.
Recommendation
Parks and Recreation staff recommend approval of the contract with the State Highway Commission
for improvements to Lake Fayetteville Trail. If you have any questions, please call Connie

inspection of work on this project. A representative of the Sponsor shall be responsible for and
prwide inspections as required for this work. All work shall be done to the satisfaction of both
the representative of the Sponsor and the Engineer.

The fixed completion date for this project is 1213112004. Costs billed to this project
after this date will not be eligible for reimbursement.
The Sponsor can request an extension to the fixed completion date by requesting so in
writing to the Engineer a minimum of 30 (thirty) days prior to the fixed completion date.

RELATIVE TO
Implementation of Job 040271, Lake Fayetteville Trail (S) (hereinafter called "the project") as a
recreational trail development or improvement project.
The City of Fayetteville (hereinafter called "the Sponsor") will construct said project under the
conditions set forth in the Agreement of Understanding executed between the Sponsor and the
Arkansas State Highway and Transportation Department (hereinafter called "the Department").
The fixed completion date for the project is 1213112004.
The total federal share of the cost of this project will be $20,000.00. This will be matched by
$20,000.00 or greater to be provided by the Sponsor. This is a lump sum contract.
Expenses incurred by the Sponsor for the implementation of this project will be reimbursed to
the Sponsor by AHTD based on amounts contained in the enclosed Contract Schedule of Prices.
A claim for reimbursement will be submitted to the Department upon completion of the project.
A visual verification conducted by the Department will be performed before the reimbursement
takes place.
The Sponsor will be responsible for all day-to-day construction inspection and will be
,.rponiibl" for certiffing to the Department that all construction has been accomplished in
accordance with the enclosed Plans and Specifications. The Sponsor will maintain all records
pertaining to claims, billings, time sheets, materials invoices, and other pertinent records as per
requirements outlined in the Agreement of Understanding, executed between the Sponsor and the
Department.

our mission to provide clean, safe recreational opportunities to Fayetteville citizens of all ages and

The construction of the Lake Fayetteville Trail will enable us to meet a number of objectives in
our l0-year Parks Master Plan. The addition of multi-use trails, the better utilization of our lake
parks, and the pursuit of grant funds from a variety of sources are all Master Plan objectives.

l. Project Description
The Lake Fayetteville Trail will be approximately five miles long and will circle Lake Fayetteville.
Lake Fayetteville, located on Fayetteville's northern city limit, once served as the town's water
supply. Now managed by the Parks Division, Lake Fayetteville provides a number of recreational
opportunities.
The trail head will be located in Veteran's Memorial Park. This park has restrooms, a playground,
picnic sites, sand volleyball courts and a large pavilion. The trail will go east through two miles of
wooded area that will soon be leased to the OzarkBotanical Garden Society. The Garden Society
section of trail will also include a meadow where the botanical garden will be constructed in the
future. After crossing Clear Creek at the head of the lake, the trail will travel the perimeter of the
Environmental Study Center Area. This area is owned by the Parks Division and operated jointly
by the Springdale and Fayetteville School Systems. An environmental study facility is located on
this property. At this point the trail will turn back west and go through Lake Fayetteville North
Park, through the Lake Fayetteville Boat Dock area, past the Lake Fayetteville Adult Softball
Complex and over the Lake Fayetteville Dam. A bridge across the spillway will bring the trail
back to the Veterans Memorial Park area.
The length in distance of this trail will be approximately five miles and the length of time involved
in this project will be approximately four to five years. The Parks Division is currently
contracting with a design firm to assist in conducting public meetings with the many groups
interested in this project. This firm will also provide the Parks Division with a site inventory,
analyze aerial surveys and USGS quad maps to provide a base map and facilitate the discussions
of goals, objectives and pertinent issues. They will assist the Parks Division with actual trail
location, trail surface material selection and will prepare conceptual cost estimates. At the
completion of the conceptual design phase, the project will be divided into prioritized phases.
Through the city's Engineer/Architect selection process a firm will be chosen to do the actual
design and specifications for all phases. Each phase will then be bid and constructed separately.
This grant request is for matching funds for the actual design and specifications phase and for the
first phase of construction.
2. Primary Purpose of this trail project.
The primary purpose of this project will be to provide for new trail construction. However, all of
these purposes will be accomplished.
-Three fifths of this trail will be new construction.
-Badly washed areas of the existing trail east of Veterans Memorial Park will be restored
and the trail rerouted.
-The current trail east of Veterans Memorial Park and in the area of the future botanical
garden will be improved, upgraded and in some cases, relocated to protect flora in the
area and also to provide access to a greater number of guests to the interpretive areas of
the garden.
-Benches, vista clearing, bridges and information boards will all be included in this
trail project.
3. Uses
Bicycling - this use will be explored through the public hearings and a determination will be made
as to its appropriateness. It is our hope that bicycles can be accommodated while disturbing the
areas as little as possible.
Day Hiking - A five mile trail with many interesting stops will provide a full day of hiking
activities. The interpretive opportunities on this trail will be limitless.
With the passage in November 1995 of a lYo Hotel, Motel, and Restaurant Ta:< there were
additional funds available for capital projects. Begrnning in 1996 the Advisory Board began to set
aside a portion of this fund for the construction of the Lake Fayetteville Trail. This project
originally began as a project to be completed by our many active volunteer groups. With the
realization of the scope of the project and the technical requirements of the bridges and
accessibility issues, the Advisory Board voted to go through an initial planning and concept phase.
Also with the realization of the cost of the bridges the decision was made to try to accommodate
as many types of users as possible.
An extensive review process will be undertaken in the initial concept phase not included in this
grant request.
This trail is not on the Arkansas Trails Council's Arkansas Trails System.
Funding
Funds available for the matching amount include $50,000 in HMR tax revenue budgeted in the
City of Fayetteville 1996 Capital Improvement Program and $50,000 budgeted in the 1997 CIP
budget. An additional $50,000 has been budgeted in 1998, $100,000 in 1999 and $100,000 in
2000. Each year the future CIP budget is looked at and reprioritized if necessary. This will be
done as conceptual cost estimates for each phase are completed.

Barrier free - Through the public hearing process and the design process, it is a goal to construct
a large portion of the trail barrier free and possibly the entire trail barrier free.
Jogging, cross country running, strolling, and walking are all fitness activities that can be
accommodated on this trail

The development of more multiple use trails to increase trail opportunities and reduce
maintenance costs.
There are a number of undeveloped trails in the immediate fifty mile area, but no existing multi-
use trails. This will give Fayetteville, and the surrounding communities, trail opportunities for a
wide range of users.
The trail will be designed from the outset with future maintenance in mind. One of the main
reasons we are hiring a professional trail design firm is to design and construct this trail to make
future maintenance as efficient and cost effective as possible.
5. Safety
During the concept phase of this project safety of trail users will be a number one priority.
Consistently high design and construction standards will address trail guest safety. The City of
Fayetteville has already made a commitment to safety with the addition of city bicycle police
patrols on the existing trail. This will be expanded as the trail is developed.
Conflicts between different uses will be addressed as the goals and objectives of the project are
identified through the public hearing process.
6. Maintenance
Maintenance will be the responsibility of the Parks and Recreation Division. This facility will be
added to our curent maintenance schedule. General operating budgets will be increased yearly to
fund the expanded maintenance program.
During the high use season (April - October) maintenance checks will be performed daily. During
the lower use season, maintenance checks will be made on a weekly basis.
Items to be checked on a regular basis will include - trail surface, bridge integrity, Iitter,
vandalism, tree condition, and invasive plant control. No snow removal is planned.
7. Planning Process
The City of Fayetteville Parks and Recreation Advisory Board has been approached by a number
of individuals and groups over the past several years expressing an interest in a multi-use trail
around Lake Fayetteville.

Reference is made to your application for funding from the Arkansas Recreational Trails Fund
Program. The Arkansas Highway Commission has selected your project, Lake Fayetteville Trail,
as eligible to receive up to $20,000.00 in funding. Due to the number of applications received
and tlre funding amounts requested, all projects could not be funded at l00Yo of the requested
amoturt.
Please submit a resolution to this office from your governing body expressing support for this
project and their willingness to obtain and/or provide the required matching share of the total
cost of the project. A sample resolution is enclosed.
A brief outline of the process by which this project will be administered is also enclosed. This
process, as well as other important information, will be explained in greater detail at a project
administration workshop to be held October 29- 1997, at 10:00 A.M. in the Arkansas State
Highway and Transportation Department's auditorium located in southwest Little Rock off I-30
at the Baseline/Mabelvale exit. It is very important that a representative of your organization
who will be involved with this project attend this meeting. Please call Steve Weston at (501)

The following steps will be taken to see approved trail projects to completion.
Successful applicants (sponsors) will be notified by the Arkansas State Highway and
Transportation Department (AHTD).
A trails project administration workshop will be held. Each sponsor must have a
representative at this meeting. Environmental clearances, billing procedures, and
administrative procedures will be discussed.
Sponsors will transmit a resolution to the AHTD from their governing body expressing
support for the project and that they have the resources for their 50% share of their
project's cost.
AHTD staff will conduct a preliminary site visit.
An Agreement of Understanding will be executed between the sponsor and AHTD. This
document outlines the responsibilities of each of the respective parties.
The sponsor will provide AHTD with all plans, mapping, and construction specifications
for review and approval.
The sponsor will provide AHTD with proof of State Historic Preservation Officer
approval of the project and any other documentation necessary to obtain environmental
clearances.
Once plans, maps, and construction specifications have been approved and after all
environmental clearances have been obtained the final Contract between the sponsor and
AHTD will be executed.
9. A pre-construction conference will be held.
10.AHTD will provide the sponsor rvith an official notice tc proceed. All e>:penses incurred
after receipt of the notice to proceed will be reimbursable at the rate of 50%. All such
expenses must be directly related to the trail project as outlined in the documentation
listed above.

11 At set stages during the construction of the project, the sponsor can request
reimbursement for work accomplished. Such reimbursements will be preceded by a
visual verification conducted by AHTD staff. The stages at which reimbursement can be
requested will be clearly outlined in the Agreement of Understanding.
