A RESOLUTION AWARDING BID NO. 97-1, IN THE
AMOUNT OF $137,681.50, PLUS A 15% CONTINGENCY
AMOUNT OF $20,653.50, TO JERRY D. SWEETSER, INC.,
FOR THE CONSTRUCTION OF NORTH STREET AND
MISSION BOULEVARD INTERSECTION IMPROVEMENTS.
BE IT RESOLVED BY TIM CITY COI]NCIL OF TIIE CITY OF FAYETTEVILLE,
ARKANSAS:
Section 1. That the City Council hereby awards Bid No. 97-1, in the amount of
$137,681.50, plus a 15% contingency amount of $20,653.50, to Jerry D. Sweetser, Inc., for the
construction of North Street and Mission Boulevard intersection improvements; and the Mayor and
City Clerk are authorized to execute a contract for said amount. A copy of the contract and bid
tabulations are attached hereto marked Exhibit "A" and "B" and made a part hereof.

RE: North St. and Mission Blvd. Intersection Improvements
This project's primary reason for being built was the addition of a left turn lane for north bound
traffic on Mission Boulevard. We have accomplished this and have reconstructed the pavement
and added concrete curb and gutter to the street. Along the west side of Mission and the
northwest corner of the intersection, concrete sidewalk with access ramps was constructed.
Pedestrian signals was installed to help citizens cross the streets. ln addition to constructing the
additional lane, we have overlaid with asphalt streets that adjoin Mission providing a good
transition from our project to existing streets.
During this construction we have encountered some situations that require changing from the
Original Plans. These changes are as follows:
Change Order No. I will amend the Clearing and Grubbing, Site Preparation, and
Maintenance of Traffic items. It will also add items 37,38,39,40,41, and reconciliation of
quantities. The accompanylng letter enumerates each item.
The original bid was $ 137,681.50 with a contingency of $ 20,653.50, totaling $ 158,335.00. The
amount of construction costs with this change order totals $ 143,597.16.
StaffRecommendation. The Staffrecommends that the Mayor approve this Change Order I to
the construction contract with Sweetser Construction for the construction ofNorth St. and
Mission Blvd. intersection improvements. This amount is $ 5,915.66.

Please find enclosed revisions of the Quantities and Bid Items for the above mentioned project. I
respectfully request that you review these and confirm price changes on these construction items.
These changes, which have been discussed with you and your people previously, are as follows:
1. Item I : Clearing and Grubbing Trees. This Lump Sum item needs to be revised to
include the additional tree removal dong the adjacent property on Mission. An additional
amount of $1,000.00 has been requested. This amounts to 8 trees at $ 125.00 per each.
2. ltem2: Site Preparation. This Lump Sum item needs to be revised to include
additional work This additional work includes preparation of the site not olr the original
Plans. The following arumerates such items:
l. Site preparation work for additional curb and gutter. Existing pavement
removal and excavation.
2. Work preparing site for additional overlay work on Rush and Lakeview.
3. Sitework (removal and disposal of existing sidewalk) associated with
extra sidewalk constructed on job.
4. Grading work on east side ofjob where base course was constructed.
You have requested $ 3,100.00 to cover this additonal work.
3. Item No. 26, Maintenance of Traffic. Due to increasing the scope length of the
project, an additional $ 600.00 to Maintenance of Traffic has been requested.

4. Item No.37, Adjust Fire Hydrant One @ $ 775.00 per each
5. Item No. 38, Concrete Steps. This item was added to provide a residence access to
sidewalk. One @ $ 890.00 per each.
6. Item No. 39, Topsoil. This item provided topsoil where needed. 12 CY @ $ 18.00
per cubic yard.
7. Item No. 40, Chain Link Fence. This item provided fencing on the southern part of the
project near Rush Street. 70 LF @ $ 10.08 per linear feet.
8. Item No. 41, Reflectorized Paint Pavement Markings White l8'. Eighteen inch wide
stripe was used instead of a twelve inch stop line. There was a stripe painted around the
concrete median. This striping was 170 LF @ $ 2.07 per linear foot.
7. Reconciliation of Quantities. These quantities are reflected in the following table.
