BACKGROUND: The City completed a year-long master planning effort at the end of 2024 for the Noland WRRF, one of two wastewater treatment plants owned by the City of Fayetteville. This master plan, completed by Garver, took a comprehensive and in-depth look at the facility’s performance and condition, both now and into the future. The most immediate improvements recommended by the plan were facility/equipment replacements associated with aging and deteriorating unit treatment processes, such as new/increased influent pumping, aeration technology replacement, secondary clarifier rehab, headworks expansion, and tertiary filtration technology changes. The Phase 1 improvements are anticipated to take 5 years to implement, with an estimated total cost of $98 million. DISCUSSION: Garver was selected (RFQ 25-01, Selection #5) to provide engineering design services for this project and will soon be complete with 30% preliminary design effort. Amendment No. 2 will expand the design scope to the 75% milestone for all components of the project. Future amendments will be presented to complete design, bidding, and construction services. The not-to-exceed estimated fee for this amendment is $2,974,800.00. BUDGET/STAFF IMPACT: Budgeted Funds will be moved from multiple water and sewer capital projects to the WWTP Building Improvements project to cover the cost of the engineering services. The Agreement is hereby modified as follows: APPENDIX A – SCOPE OF SERVICES Appendix A of the Agreement is modified as follows: TASK 1.2 – FINAL DESIGN PROJECT MANAGEMENT AND QUALITY ASSURANCE 1.2 Garver will continue providing project management and quality assurance services for final design services. This will include: •Updating project work plan, •Quality control management, coordination, and tracking •Updating project schedule as required, •Maintaining action item and decision logs, •Coordinating with regulatory agencies, and stakeholders •Conducting project team meetings, •Conducting technical review committee meetings, •Preparing monthly invoicing. •Preparing biweekly progress reports. TASK 8 – FINAL DESIGN – 75% DESIGN MILESTONE Based upon the results of the approved preliminary design (30%) by the Owner, Garver will develop 75% level design plans, specifications, and OPCC to support design of the included elements in the Preliminary Design (30%) listed as follows. •New Septage Receiving and VAC Unloading Stations, •Headworks – New Screening Building with Odor Control, •Headworks – Grit Removal Improvements, •New Influent Pump Station and Electrical Building, Contract Amendment No. 02 2 of 9 Fayetteville Noland WRRF Phase I Improvements Garver Project No. W01-2401736 •Biological Nutrient Removal (BNR) Trains Improvements – Diffused aeration system upgrade, zoning and mixing improvements, •New Blower Facility and Electrical Building, •Secondary Clarifiers Improvements, •New Waste Activated Sludge (WAS) and Secondary Clarifier Scum Pump Station, •Filtration Improvements – Rehabilitation of existing sand filter complex or design of a new disk filter facility (pending decision during the 30% workshop), •New Ultraviolet (UV) Disinfection System with Inclined UV modules, •Post-aeration Improvements with new Mechanical Surface Aerators, •Sludge Holding Tank Improvements – New outdoor positive displacement blower facility connected to a new diffused aeration system, •New Sludge Screening System, •Dewatering Improvements – Replacement of the existing belt filter presses with new centrifuges and belt conveyors, •Additional Backup Power Generator •Ancillary site civil, yard piping, and site electrical improvements associated with the project facilities. 8.1. Garver will lead a 50% design review workshop at the Owner’s office to solicit comments and feedback from the Owner. Garver will provide a design update of each work area, solicit feedback from project stakeholders, and request direction or decisions of the Owner where required to advance the design. Decisions and actions will be documented in the meeting minutes. There will not be formal 50% submittal package. 8.2. Garver will develop 75% Drawings, Details, Technical Specifications, and AACE Class 2 OPCC for the project. These plans will represent a 75% level of design and will incorporate all feedback and comments from the 50% design review workshop. The 75% plans will be developed in accordance with applicable and appropriate code requirements. The 75% submittal will not include “front-end” contract documents. 8.3. Garver will lead a 75% design review workshop at the Owner’s office to solicit comments and feedback from the Owner. Garver will provide a design update of each work area, solicit feedback from project stakeholders, and request direction or decisions of th e Owner where required to complete the design. Decisions and actions will be documented in the meeting minutes. 8.4. Garver will furnish OWNER, when requested, the engineering data and graphics necessary for applications for routine permits, submittals, and approvals required by local, state, and federal authorities, and assist Owner in consultations with appropriate authorities. Garver will coordinate and meet with applicable regulatory agencies, which may include but are not limited to the ADEE. 8.5. Garver will also develop the ADEE Construction Permit and Permit Modification Application, conformed Drawings, Details, and Specifications to support design of the included elements in the 75% Design. Garver will provide the following deliverables: (a)75% Drawings, Details, and Technical Specifications as a searchable and bookmarked PDF. (b)75% Design AACE Class 2 OPCC (c)ADEE Construction Permit and Permit Modification Application TASK 9 – BIOSOLIDS MASTER PLAN UPDATE` Garver will update the City of Fayetteville Biosolids Master Plan to evaluate current biosolids management practices, identify gaps in existing infrastructure and operations, and evaluate short -term and long-term alternatives for biosolids processing and b eneficial reuse. The update will incorporate changes in wastewater treatment plant loading, regulatory considerations, and operational constraints identified since completion of the previous biosolids master planning effort. The scope of work for this task will include the following elements: 9.1. Garver will update biosolids design criteria based on current and projected conditions, including solids production rates from the Noland WRRF and Westside WRRF. Updated criteria will consider current plant operations, industrial loading impacts, solids handling processes, and future growth projections. 9.2. Garver will document a gap analysis comparing existing biosolids management capacity and infrastructure against updated design criteria and projected biosolids production. The gap analysis will identify deficiencies, operational risks, and capacity limitations within the curr ent biosolids management system. 9.3. Garver will evaluate near-term improvements and operational strategies to address biosolids management needs prior to implementation of long-term alternatives. This evaluation will include Summarizing the impacts of anticipated industrial loading reductions at the Noland WRRF on biosolids production and characteristics. This evaluation also includes equipment life expectancy associated with existing biosolids processing facilities and identifying potential constraints related to third-party agreements or disposal contracts. 9.4. Garver will evaluate long-term biosolids management alternatives for the City. Each alternative will be developed to a conceptual planning level and will include PFDs, conceptual site layouts, Contract Amendment No. 02 4 of 9 Fayetteville Noland WRRF Phase I Improvements Garver Project No. W01-2401736 OPCC estimates, and life cycle cost (LCC) evaluations. Alternatives to be evaluated will include: 9.4.1 Thermal heat drying at the Biosolids Management Site (BMS) to process all solids generated at the Noland and Westside WRRFs and hauled to the BMS site (consistent with the 2020 Biosolids Master Plan recommendation). 9.4.2 Thermal heat drying at the Noland WRRF to process biosolids generated at Noland and biosolids hauled from the Westside WRRF. 9.4.3 Composting at the BMS site. 9.4.4 Composting at the Westside WRRF combined with thermal heat drying at the BMS site or at the Noland WRRF. 9.5. Garver will prepare a Biosolids Master Plan Update Technical Memorandum (TM) summarizing the findings of this task. The TM will include updated design criteria, summary of existing conditions, gap analysis results, evaluation of short-term improvements, conceptual evaluation of long-term alternatives, and recommendations for the City’s future biosolids management strategy. 9.6. For all composting evaluations, Garver will coordinate up to 3 meetings with appropriate City staff and stakeholders. 9.7. Garver will conduct a review workshop presenting the findings of the Biosolids Master Plan update. TASK 10 – PHYSICAL SCALE MODELING Garver will subcontract with a specialty hydraulic modeling firm to perform physical scale model testing of the proposed influent pump station intake structure. The model testing will be performed in accordance with applicable Hydraulic Institute (HI) guidance and accepted industry practices for pump station intake design. The scope of Garver’s services under this task will include the following: 10.1. Garver will provide the hydraulic modeling consultant with relevant design information necessary to develop the physical model, including proposed pump station geometry, pump configuration, design flow conditions, anticipated operating scenarios, and other project data required to construct and operate the model. Garver will review the proposed testing conditions and evaluation criteria. Garver will participate in coordination meetings with the modeling consultant and the Owner as required to support development of the testing plan. 10.2. Garver will attend and observe the physical model testing conducted by the hydraulic modeling consultant. Garver’s participation will include review of test conditions, observation of model performance, and coordination with the modeling consultant regardi ng potential design adjustments identified during testing. 10.3. Following completion of model testing, Garver will review the modeling results and recommendations and conduct a meeting with City staff to discuss the findings and Contract Amendment No. 02 5 of 9 Fayetteville Noland WRRF Phase I Improvements Garver Project No. W01-2401736 recommended design modifications. Following Owner concurrence, Garver will incorporate applicable modeling recommendations into the final design of the influent pump station. TASK 11 – SUE SURVEY & COORDINATION 11.1 Garver will assist the City of Fayetteville in Subsurface Utility Exploration (SUE) services to support final design efforts, including utility designation and location to identify and map underground utilities that may impact the proposed improvements. This survey will be tied to the Owner’s control network. Garver will provide approximate location of utilities that require SUE, the Owner will provide the labor and excavation equipment to expose the utility, Garver will provide survey services to document the location of found utilities. Contract Amendment No. 02 6 of 9 Fayetteville Noland WRRF Phase I Improvements Garver Project No. W01-2401736 EXTRA WORK The following items are not included under this agreement but will be considered as extra work: (a)90% and 100% Final Design and Bidding (b)Revisions, due to changed conditions, after OWNER approval and G arver completion of final documents. (c)Submittals or deliverables in addition to those listed herein. (d)Pilot testing. (e)Independent construction materials testing outside of this contract. (f)Video inspections and/or pipeline cleaning. (g)Wastewater flow monitoring. (h)Environmental Handling and Documentation, including wetlands identification or mitigation plans or other work related to environmentally or historically (culturally) significant items. (i)Risk assessments and Emergency Response Plans in accordance with America’s Water Infrastructure Act. (j)Rate studies. (k)Operations and maintenance services. (l)Financial services. (m)Receiving Stream Modeling. (n)Any construction related services outside those specifically stated above. Extra Work will be as directed by the Owner in writing for an additional fee as agreed upon by the Owner and Garver.
