RECOMMENDATION: A resolution to approve the purchase of three Bobcat mini-excavators for the purchase price of $340,711.71 from WT Transfer Holdings LLC., along with any, freight charges, surcharges or delivery fees according to a Sourcewell cooperative purchasing contract (#020223-CEC). BACKGROUND: The following items have been identified for replacement by our fleet management software and fleet staff. 699 (WSEW_F065) 2012 Caterpillar 450E Backhoe 832 (WSEW_F072) 2018 Bobcat E45 mini-excavator 835 (WSEW_F079) 2018 Bobcat E42 mini-excavator DISCUSSION: Asset 699 - Fleet recommends replacing this large backhoe with a smaller excavator better aligned with current operational needs. The existing unit is oversized for the majority of daily tasks, including service line repairs, valve work, and confined urban excavation. Right-sizing this asset will improve operational efficiency while maintaining full mission capability. The replacement unit will be a smaller excavator equipped with additional attachments to support a wider range of field operations and improve overall versatility. Assets 832 and 835 - Fleet recommends replacement of these excavators with upgraded units to maintain operational reliability and emergency response capability. Both units have reached the end of their service life and require significant repairs, including track and hydraulic pump replacement. Increasing downtime has slowed the department’s ability to complete critical infrastructure repairs. As part of fleet standardization efforts, Water and Sewer will transition to E60-sized excavators, which provide increased power and compatibility with pipe puller attachments used in field operations.
