Speakers shall be limited to a maximum of five (5) minutes. The Fourth Judicial District Drug Task Force Control Board may allow a speaker additional time or may allow an unsigned -up person to speak by unanimous consent or majority vote. Stephen Carr Memorial Blvd. Fayetteville, AR 72704 (479) 587-7122 FOURTH JUDICIAL DISTRICT DRUG TASK FORCE 1800 North Stephen Carr Memorial Blvd. Fayetteville, Arkansas 72704 MEETING MINUTES The Fourth Judicial District Drug Task Force Control Board meeting was held on March 18, 2026. Those present were: Mike Reynolds, Chief- Fayetteville Police Department Rick Jensen, Captain- Washington County Sheriff's Office Derek Wright, Chief- Springdale Police Department Chris Moad, Lieutenant - 4th Judicial Drug Task Force William Newman, Fiscal Officer- 4th Judicial Drug Task Force Cara Murdoch, Administrative Assistant, 4th Judicial Drug Task Force Jason French, Captain- Fayetteville Police Department Courtney Cassidy, Deputy Prosecuting Attorney- Washington County Prosecutor's Office Guest: Members of the public. Chief Mike Reynolds called the meeting to order. Upon roll call, the above -listed members were acknowledged as present. Copies of the minutes from the March 18, 2026, meeting were distributed to all present. Chief Derek Wright made a motion, seconded by Captain Rick Jensen, to accept the minutes as presented. A copy of the financial report for Grant FY2025-2026 was distributed to all attendees for review, covering the period from July 1, 2025, to February 28, 2026. Fiscal Officer Willie Newman stated that the total expense to date was $677,564.00, with Drug Crime Funding at $169,676.00, Prosecutor Coordinator at $215,273.00, Gulf Coast HIDTA at $134,206.00, Local Drug Crime Funding at $46,066.00, and the remaining $112,343.00 being non -allowed. Lieutenant Chris Moad reported on the task force's activity from February 1, 2026, through February 28, 2026, and a copy of the statistics was distributed to all present. The task force opened 58 cases in February, closed 27, and made 15 arrests. $5,705.00 was expended for the purchase of evidence, and $1,030.00 for the purchase of information. Drugs seized during the month included methamphetamine, marijuana, cocaine, fentanyl, psilocybin mushrooms, and pharmaceuticals. Moad said that 13 warrants were served. The task force seized $47,216.00 in U.S. currency and 2 firearms during the month. The locations of DTF Enforcement Actions for the month were Fayetteville, 30 cases; Springdale, 20 cases; Farmington, 1 case; West Fork, 2 cases; Washington County, 2 cases; Johnson, 2 cases; and Elkins, 1 case. Also noted was 1 drug conviction for February. Lieutenant Chris Moad reported on the following dispositions. 25-445 (State of Arkansas v Roderick Williams) was a Drug Task Force arrest, resulting in the seizure of $5,413.00 on November 25, 2025. $1,623.90 went to the Washington County Prosecutor's Office Drug Control Fund. It was recommended that 15% of the net total $3,789.10 go to the Drug Task Force, and the remaining balance be based on current staffing (Fayetteville 37.5%, Springdale 37.5%, WCSO 12.5%, and Rural 12.5%). Notes: On November 25, 2025, following a controlled delivery of approximately one-half pound of methamphetamine, contact was made with Williams on a traffic stop. A search of Williams' person yielded $5,410.00 in US currency, commingled with 4th JDDTF buy funds. Williams was taken into custody, and two search warrants were executed on residences related to the investigation. A search of the residences yielded 10g of methamphetamine, two firearms (one of which was reported stolen), digital scales, packaging materials, and paraphernalia. Williams was arrested, and the contraband was seized. Chief Derek Wright, seconded by Captain Rick Jensen, made a motion to approve this recommendation. The motion was unanimously approved. OTHER BUSINESS No other business was brought before the board. PUBLIC COMMENT Mike Karcis, Arkansas Justice Reform Coalition • What values are placed on the purchase of information for the task force? • Is there a drug ranking for drugs? Is there anything in writing about these variables? Sarah Moore, Arkansas Justice Reform Coalition • Revisted body cam being used by task force detectives. • Addressed concerns regarding the public health crisis that is being criminalized. Also, there is a high level of overdose in the Northwest Arkansas area. What role is the drug task force taking to prevent overdoses and help those individuals whom the task force is encountering get connected to appropriate services? • Youth and involvement with guns. With getting guns off the streets and reducing violence, what plans are there, and what do you see the role of the drug task force doing in education with youth and young adults, and possibly mentor programs? Chief Mike Reynolds requested a date and time for the next meeting. The next meeting will be on April 29, 2026, at 1:30 p.m., at the Springdale Administration Building, Community Room, 201 North Spring Ave, Springdale, Arkansas. The meeting was adjourned with a motion made by Chief Derek Wright, seconded by Captain Rick Jensen.
