Section l: That the City Council of the City of Fayetteville, Arkansas hereby approves administrative item ADM-2026-
0l and amends the Master Street Plan by modif,ing a planned Neighborhood Link connection between East lgth Street
and East Pump Station Road as shown on the maps (Exhibit A and Exhibit B) both attached to the Planning
Department's Agenda Memo.

between E. 19TH ST & E. PUMP STATION RD. in WARD 1. The property is zoned l-1,
HEAVY COMMERCIAL AND LIGHT INDUSTRIAL, AND RPZD, PLANNED ZONING
DISTRICT and contains approximately 73.7 acres. The request is to modify the
alignment of a proposed connection in the Fayetteville Master Street Plan.
RECOMMENDATION:
City Planning staff, the Fayetteville Planning Commission, and the Transportation Committee recommend
approval of a request to amend the alignment of a 2040 master street plan connection between E. 19th Street
and E. Pump Station Road as shown in the attached Exhibits'A' and 'B.'
BACKGROUND:
The subject property includes a future street identified in the Master Street Plan associated with City Plan
2040. This connection is in south Fayetteville between the terminus of E '19th Street and where E. Pump
Station Road intersects S. City Lake Road. The connection impacts properties that total approximately 73.7
acres and are a mix of industrialzoning and propefi that was recently rezoned to a planned zoning district in
February 2025 (PZD-2024-0008). Overall, the properties the connection crosses are minimally developed, with
a mixture of rural residential, agricultural, and industrial uses. The PZD on the westernmost side of the property
would permit a mix of agricultural, outdoor recreation, natural areas, and event spaces on the propefi.
Reguesf: City staff is requesting an amendment to the 2040 Master Street Plan to realign an approximately lz
mile section of a proposed Neighborhood Link Street as shown in the attached Exhibit.
Public Comment: Staff has received public comment regarding this request with general concerns about how
the proposalwould affect existing property including barns, ponds, driveways, and existing canopy.
Additionally, city staff met members of the public to discuss the details of the proposal and informed the
property owners that the connection is not a funded or designed city project, and unless private development
were to occur on the property the street's construction is likely a long{erm matter. One family indicated a
request to see the overall connection removed, but felt that the new alignment was an improvement to the
existing condition. Further, the original applicant has indicated an intention to request to further downgrade the
connection to a Residential Link Street.
DISGUSSION:
At the February 9,2026 Planning Commission meeting, Commissioners unanimously supported the

connection's realignment. Though they initially had questions about how the proposed route may interact with
floodplain and the proposed development on E. 19th Street, Commissioners ultimately found that the proposed
realignment was more practicable. Two members of the public spoke at the meeting, and their comments are
outlined above.
The item was subsequently heard at the February 24,2026 Transportation Committee meeting, where
members voted unanimously to forward this item with a recommendation of approval (Councilmember Stafford
made the motion, with Councilmember Minister Jones seconding). Allfour members were present at the
meeting.
