BACKGROUND: The City of Fayetteville operates a solid waste transfer station and recycling processing facility located at 1560 S. Happy Hollow Rd. The facilities are used to receive and process solid waste and recyclables that are collected from residents and businesses in Fayetteville. Solid Waste is deposited from residential, commercial and roll-off trucks to the transfer station floor where it is pushed and packed into open-top transport trucks for hauling to the Waste Management Landfill in Tontitown, AR. Normal wear and tear on the RTC facilities along with growth in the amount of material received over the past several years has necessitated several improvements. In November 2021, the City Council approved a contract with Hawkins-Weir Engineers Inc. for design and bidding services for Recycling & Trash Facility Improvements. DISCUSSION: Hawkins-Weir has completed the design, bidding and construction management for the first and second phase of Recycling & Trash Facility improvements to the transfer station floor and metal push wall. Construction of the third phase of work on the materials recovery facility baler sump is about to commence. This contract amendment is for additional construction management services associated with the materials recovery facility baler sump repairs. Specifically, the work includes: •Periodic observation during construction •Preparing and coordinating the review and dissemination of construction documentation including material submittals, testing results, and field change orders as directed by the Owner. •Reviewing the Contractor’s constructed quantities and prepare monthly pay requests for the Owner’s approval •Conducting a final inspection with the Contractor and Owner, and preparing a punch list of deficient Mailing address: 113 W. SECTION 2 – TIME OF SERVICE 2.1 The scope of services as defined above is based on completing the Task J services within 90-calendar days. Engineer will proceed with providing the services set forth herein immediately upon execution of this Authorization by all parties.
