Speakers shall be limited to a maximum of five (5) minutes. The Fourth Judicial District Drug Task Force Control Board may allow a speaker additional time or may allow an unsigned -up person to speak by unanimous consent or majority vote. Stephen Carr Memorial Blvd. Fayetteville, AR 72704 (479) 587-7122 FOURTH JUDICIAL DISTRICT DRUG TASK FORCE 1800 North Stephen Carr Memorial Blvd. Fayetteville, Arkansas 72704 MEETING MINUTES The Fourth Judicial District Drug Task Force Control Board meeting was held on February 18, 2026. Those present were: Jason French, Captain- Fayetteville Police Department Jay Cantrell, Sheriff- Washington County Sheriffs Office Bryan Watts, Chief- Elkins Police Department Derek Wright, Chief- Springdale Police Department Chris Moad, Lieutenant - 4th Judicial Drug Task Force William Newman, Fiscal Officer- 4th Judicial Drug Task Force Cara Murdoch, Administrative Assistant, 4th Judicial Drug Task Force Derek Hudson, Assistant Chief- Springdale Police Department Sam Martin, Law Enforcement Legal Advisor- Washington County Sheriffs Office Hannah Bell, Deputy Prosecuting Attorney- Washington County Prosecutor's Office Guest: Members of the public. Captain Jason French called the meeting to order. Upon roll call, the above -listed members were acknowledged as present. Copies of the minutes from the January 14, 2026, meeting were distributed to all present. Sheriff Jay Cantrell made a motion, seconded by Chief Derek Wright, to accept the minutes as presented. A copy of the financial report for Grant FY2025-2026 was distributed to all attendees for review, covering the period from July 1, 2025, to January 31, 2026. Fiscal Officer Willie Newman stated that the total expense to date was $599,686.00, with Drug Crime Funding at $152,944.00, Prosecutor Coordinator at $182,205.00, Gulf Coast HIDTA at $118,052.00, Local Drug Crime Funding at $44,809.00, and the remaining $101,676.00 being non -allowed. Lieutenant Chris Moad reported on the task force's activity from January 1, 2026, through January 31, 2026, and a copy of the statistics was distributed to all present. The task force opened 32 cases in January, closed 19, and made 11 arrests. $3,110.00 was expended for the purchase of evidence, and $850.00 for the purchase of information. Drugs seized during the month included methamphetamine, marijuana, fentanyl, and pharmaceuticals. Moad said that 13 warrants were served. The task force seized $0 in U.S. currency and 3 firearms during the month. The locations of DTF Enforcement Action for the month were Fayetteville, 20 cases; Springdale, 7 cases; Farmington, 1 case; West Fork, 2 cases; and Bentonville, 1 case. Also noted was 1 drug conviction for January. Lieutenant Chris Moad reported on the following dispositions. DTF 25-368 (State of Arkansas v Jarren Brown) was a Drug Task Force arrest, resulting in the seizure of $1,180.00 on September 22, 2025. $354.00 went to the Washington County Prosecutor's Office Drug Control Fund. It is recommended that 15% of the net total of $826.00 go to the Drug Task Force, and the remaining balance be based on current staffing (Fayetteville 37.5%, Springdale 37.5%, WCSO 12.5%, and Rural 12.5%). Notes: On September 22, 2025, detectives with the Drug Task Force contacted Brown during the execution of a search warrant. During a search, detectives located 5.4g of fentanyl, 2.4g of cocaine, half of an amphetamine pill, two digital scales, and $1,180.00 US currency. Brown was arrested, and the contraband was seized. Chief Derek Wright, seconded by Chief Bryan Watts, made a motion to approve this recommendation. The motion was unanimously approved. OTHER BUSINESS No other business was brought before the board. PUBLIC COMMENT No public comments. Captain Jason French requested a date and time for the next meeting. The next meeting will be on March 18, 2026, at 1:30 p.m., at the Fayetteville Police Department, Training/Community Room, 1800 North Stephen Carr Memorial Blvd., Fayetteville, Arkansas. The meeting was adjourned with a motion made by Sheriff Jay Cantrell, seconded by Bryan Watts.
