Meeting of the Black Heritage Preservation Commission
February 19, 2026 6:30 PM
City Hall Room 101 & Zoom
NOTE: The February 19, 2026 Black Heritage Preservation Commission meeting was held
in person and online via Zoom.
Members: Minister Monique Jones, Chair Lois Bryant, Shawn Walker, Janet Allured, and
Braziel Hatch
City Staff: Kylee Cole – Long Range & Preservation Planner, Britin Bostick - Long Range
Planning & Special Projects Manager
Call to Order: The meeting was not called to order as a quorum was not present. Beginning at
6:31pm Commissioners present received updates from staff and announcements and did not
vote on any items.
In Attendance: Minister Monique Jones, Shawn Walker, Janet Allured, Wendell Huggins, and
Britin Bostick.
Approval of Minutes from the January 15, 2026 Meeting: Approval of minutes will be held
until the March meeting due to lack of quorum.
Unfinished Business
Theressa Hoover Historical Marker Update – Commissioner Allured: Commissioner Allured
reported that many out of town guests are expected and invitations have been or will be
circulated to many groups. The event is also being posted on community calendars, and her
interview should air on Ozarks at Large next week. Remarks will begin outdoors and continue in
the fellowship hall. The ceremony will be followed by a lunch reception. This is for next
Saturday, February 28 at noon. The head of United Women in Faith will be in attendance.
Commissioner Allured is available for questions, and the phone number on the flyer is for the
church.
Henderson School Historic Marker Update: Bostick shared photos from the site visit and
compared the two size options and heights. Commissioners generally favored the smaller, 18” x
24” size and the stainless steel design with photo. Bostick proposed to seek pricing and bring
the information to the March meeting for consideration.
Historic Resource Survey Ph. 1 Update: Bostick provided an update that the project is set to
be complete early next month and expects to share the final version at the March meeting.
New Business
Selection of Vice Chair: Election of Vice Chair will be held at the March meeting.

Announcements:
• Bostick announced the 2026 Certified Local Government grant award is $47,000 and
commended Cole for her work to secure the funding from the Arkansas Historic
Preservation Program.
• Minister Jones inquired about the annual Historic Preservation Awards and Bostick
shared the background of the awards and how the nominations have expanded to be
broadly inclusive. Bostick invited commissioners to submit nominations and offered her
and Cole’s assistance.
• Commissioner Walker announced that the Southeast Fayetteville Community Reunion
will be held August 31 – September 2 of this year. Friday at 6:00pm will be a meet and
greet at the Yvonne Richardson Community Center followed by a basketball game.
Saturday noon to 4:00pm will be a picnic at the Walker Park small pavilion with a
sneaker dance that evening. Sunday will be speakers with the theme “All Community”.
Walker asked commissioners for their support, invited attendance, and asked for
volunteers and ideas, particularly for speakers and would like to have a speaker from the
commission. Please email or call her with ideas.
