Mountain Street Fayetteville, AR 72701 www.fayetteville-ar.gov CITY COUNCIL MEMO 2025-2832 MEETING OF JANUARY 20, 2026 TO: Mayor Rawn and City Council THROUGH: FROM: Mike Reynolds, Police Chief Brad Hardin, Fire Chief SUBJECT: Purchase radio equipment for Police and Fire radio replacement RECOMMENDATION: Staff recommends approval of a resolution and request to waive competitive bidding to authorize the purchase of radio equipment from Motorola Solutions Inc. in the amount of $2,561,648.79. BACKGROUND: The majority of the police and fire department radios were purchased in 2011 as part of the City’s radio system implementation. These radios are no longer covered by manufacturer maintenance agreements, and replacement parts are increasingly obsolete, difficult to obtain, and costly. In some cases, repairs are no longer possible. As a result, staff is implementing a multi-year plan to replace aging radio equipment to ensure reliable communications for our first responders. DISCUSSION: This project includes the replacement of 177 police portable radios, 80 fire portable radios, and 29 mobile radios, along with necessary accessories. The proposed portable radio is the Motorola APX N70, which is P25 Phase 2 compliant, ensuring compatibility with current and future radio systems used by our regional and mutual aid partners. This project also includes software that provides real-time location information to command staff and the Central Dispatch Center. This significantly improves the situational awareness, enhances coordination during critical incidents, and increases overall responder safety. Investing in this replacement now will reduce long-term costs associated with equipment failures, emergency replacements, and operational downtime. Most importantly, it ensures reliable, high-quality communications that directly support responder safety and public safety operations. This upgrade aligns with the City’s goals for technology modernization, operational resilience, and safety enhancement. BUDGET/STAFF IMPACT: Funding for this project was approved in the 2026–2030 Capital Improvements Plan. The radios include a seven-year manufacturer’s warranty and five years of software services. The waiver of competitive bidding is authorized under Ordinance No. 4300, and pricing is based on the NASPO cooperative contract, which provides standardized and competitive pricing for this specialized equipment. The final subtotal before tax is $2,334,076.35, which reflects the NASPO cooperative contract discount pricing as well as a bulk purchase discount which is saving the City more than $1,000,000 off the list price.
