BACKGROUND: The Fayetteville Police Department currently operates an all-Chevy Tahoe PPV fleet for both Patrol and SRO units. Over the past five months, Fleet Operations and the Police Department have collaborated to plan the transition to 15 Ford Police Interceptor Utility (PIU) Hybrid vehicles. These will replace 2 FY26 budgeted units and 11 FY27 vehicles that have experienced excessive repair needs and must be replaced ahead of schedule. The remaining 2 vehicles of the total 15 are FY26 expansion units already approved with the passage of the FY26 budget. This transition directly advances the City’s Transportation Climate Action Plan by integrating alternative-fuel, lower-emissions technologies. The Police fleet will exceed the 10% goal by reaching 23% deployment. DISCUSSION: Vehicle Purchase Savings When compared to the Chevy Tahoe PPV, each Ford PIU Hybrid results in a purchase savings of $10,916 per unit, totaling $163,740 across 15 vehicles. Upfitting Savings All Police Patrol and SRO vehicles require additional upfitting. A review of the most recent Chevy Tahoe upfits versus the upfit costs of the Ford PIU shows a savings of $7,089.12 per vehicle, resulting in approximately $109,000 saved across all 15 units. Total Savings From Vehicle Cost + Upfitting Combined, the switch to the Ford PIU platform provides an overall savings of $272,740 when compared to purchasing and upfitting Chevy Tahoe PPVs. In addition to these upfront savings, hybrid units will reduce fuel consumption and lower greenhouse gas emissions, producing ongoing operational savings. Mailing address: 113 W. Mountain Street Fayetteville, AR 72701 www.fayetteville-ar.gov Operational Fleet Strategy Because Chevy Tahoe’s provide additional cargo volume needed for Patrol operations, Fleet Operations will complete upfitting on the current SRO-assigned Tahoe’s and transition them into the Patrol fleet. All new Ford PIU Hybrids will be assigned to SRO duties. Upfitting differences between current SRO vehicles and Patrol requirements (partitions, cargo boxes, panels, covers, etc.) total approximately $4,811 per vehicle. Additional FY26 General Fund Savings Due to longer preventive-maintenance intervals, reduced engine idle time, and extended vehicle life expectancy, supported by an eight-year high-voltage system warranty inherent to hybrid platforms, the purchase of these smaller PIU Hybrids is projected to generate approximately $120,000 in annual General Fund savings. Actual FY26 savings will vary depending on the timing of when the new vehicles are placed into service, as the full savings will not be realized until all units are replaced. The estimate reflects reduced monthly motor-pool charges across the 13 replacement units and 2 expansion units. Fleet Operations and the Fayetteville Police Department jointly recommend approval of this purchase. BUDGET/STAFF IMPACT: A budget adjustment is being submitted for approval to advance 11 FY27 replacement units. All replacement funding will come from the Fleet Fund. ATTACHMENTS: 3.
