BACKGROUND: Cues, Inc. is an industry leader in pipeline inspection technology, and has provided pipeline inspection vehicles for the City's sewer department for several years. They recently sold the City a pipeline inspection van for the Sewer Department and the Stormwater Department. The GraniteNet software platform has been used for several years by the Sewer Department, but adding additional pipeline inspection assets will now put the annual spend over the $40,000 City Council approval threshold. DISCUSSION: The GraniteNet Asset Inspection and Decision Support software platform offers unmatched flexibility to create many different types of inspections, in addition to CCTV assessments such as sanitary sewer pipelines and stormwater pipelines, cleaning inspections, smoke test inspections, GPS surveys, inclination surveys, hydrant inspections, etc. Additionally, this software platform offers a very simple User Interface to allow people to quickly become proficient users. The City's employees are trained in the use of GraniteNet software since it is already in use in the current pipeline inspection vehicles. Staff recommends a resolution to waive competitive bidding and authorize GraniteNet software purchases for all City departments on an as-needed basis through December 31, 2030. Upon City Council approval, the Water & Sewer Department expense for 2025 will be $25,264.00 plus any applicable taxes. BUDGET/STAFF IMPACT: Funds are available in the Sanitary Sewer Rehabilitation account within the Water & Sewer fund. The Stormwater Department will issue their own purchase order each year, with both Water & Sewer and Stormwater department expenses not to exceed $75,000.00 per year. ATTACHMENTS: 3. Once it is received by CUES and verified that all prerequisites are met to begin the work, the client’s Implementation Service request will be placed into a queue where CUES will assign the appropriate implementation specialist Project Manager based on the order in which the Checklist was received. Due to the fluctuating availability of resources needed by both parties to complete the implementation, the actual start date for the project may vary. A scoring system incorporated in the software shall assist the user/management personnel in making proper pipe condition assessments. Scoring is to be based upon grades assigned to observation codes and calculated using either standard or customer specific algorithms. Grades can be programmed to be dependent to secondary properties like pipe size, type, weather, etc. Only Administrators shall be allowed/able to make changes to grade and scoring algorithm values.
