A RESOLUTION TO ACCEPT THE QUOTE FROM COMFORT SYSTEMS AND AUTHORIZE
PLUMBING REPAIRS IN THE DEVELOPMENT SERVICES BUILDING IN AN AMOUNT NOT TO
EXCEED $123,058.00
WHEREAS, on November 2, 2021, City Council passed Resolution 266-21 authorizing a contract with Comfort
Systems for on-call plumbing services; and
WHEREAS, the plumbing for the sewer line in the Development Services building has been an ongoing issue and
currently has a clog in the line that cannot be reached with conventional devices leaving two restrooms inoperable.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE,
ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby accepts the quote from Comfort Systems
and authorizes plumbing repairs in the Development Services building in an amount not to exceed $123,058.00.

SUBJECT: Approval of Comfort Systems Quote of a not-to-exceed amount of $123,058.00 for the
repair of plumbing in the Development Services building.
RECOMMENDATION:
Approval of Comfort Systems quote of a not-to-exceed amount of $123,058.00 for the repair of plumbing in the
Development Services building.
BACKGROUND:
Per Resolution 266-21, Comfort Systems is the City's on-call vendor for Plumbing Services.
DISCUSSION:
The plumbing for the sewer line in the Development Services building has been an ongoing issue. There is
currently a clog in the line that can't be reached with conventional devices and has rendered two restrooms
inoperable. After investigation with a camera, it was determined that a fitting for the vent stack is installed
backwards and is thus preventing access to the clog. To access this clog, the contractor will remove the
flooring in the men's restroom, excavate the material around the pipes, and install the fitting properly. Once
the plumbing line is exposed and easily accessed, an attempt will be made to clear the clog and a camera will
also be utilized to scope the plumbing system to determine if there are other piping failures that need to be
repaired or replaced. This investigation could lead to further repair work that is required, including more
extensive excavation which would require additional floor cuts. Comfort Systems has put together an inclusive
scope of work based on what is currently known and likely scenarios for a provisional scope of work that might
need to occur based on their findings once the plumbing is accessed though the floor. Comfort Systems offers
a not-to-exceed estimate of $123,058 to excavate, investigate and repair the sewer line.
BUDGET/STAFF IMPACT:
The not-to-exceed cost for this proposal is $123,058. This expense would come from budgeted CIP funds
within the Facilities Management Building Improvement Project.

We propose during normal working hours 7:00 AM — 7:00 AM to furnish all labor and material, associated
with the above referenced project to the total amount of:
NTE Time and Material Base Bid...............$123,058.00
We have specifically included the following:
1. Schedule time to start project
2. Install dust barrier and floor protection as needed
3. Sawcut, demo and dispose of up to a 10'x 10' area of concrete in the men's restroom
4. Excavate an area up to 10'x 10' x 6' deep in the men's restroom as needed
5. Sawcut, demo and dispose of concrete around the toilet and floor drain in the
women's restroom if needed
6. Supply and install sch 40 pvc to all fixtures in the men's and women's restrooms
upstream of the backwards wye
7. Attempt to bust clog while underground piping is open and report findings to city,
camera as needed
8. Install the wye correctly
9. If it's found that the cause of the clog is due to the quality of the pipe or the clog is
unable to be busted from the men's restroom, cut up to a 5'x 5' area of concrete and
excavate up to 6' deep to correct the issue
10. Backfill all ditches to original grad and compaction
11. Pour concrete back to original
12. Clean area of trash and material.
We have not included the following items:
1. Time lost due to rescheduling
2. Piping beyond this scope of work.
3. Work done during after hours, nights and weekends
4. Price to repair or replace utilities damaged during excavation
5. Finished floor
6. Demo or reinstall of partitions
