IN AN AMOUNT NOT TO EXCEED $135,000.00 FOR DESIGN OF THE SANITARY SEWER LIFT STATION, GRAVITY, AND FORCE MAIN LINES ASSOCIATED WITH THE SOUTH CATO SPRINGS HOLDINGS, LLC ECONOMIC DEVELOPMENT PROJECT WHEREAS, on December 6, 2022, City Council authorized Mayor Jordan to sign an Economic Development Project Contract with South Cato Springs Holdings, LLC to construct a Master Street Planned Road and provide a secondary access point for Kessler Mountain Regional Park; and WHEREAS, on January 17, 2023, the City Council authorized Mayor Jordan to sign a professional engineering services agreement with Crafton, Tull & Associates, Inc. for engineering design services associated with the Cato Springs Sewer Extension and Lift Station Project; and WHEREAS, on September 2, 2025, the City Council authorized Mayor Rawn to sign a cost share agreement with South Cato Springs Holdings, LLC to be paid by South Cato Springs Holdings, LLC; and WHEREAS, Amendment No. 1 will provide necessary funds for Crafton, Tull & Associates, Inc. to attend the pre- construction meeting, assist the City to resolve construction issues, daily construction observation, engineer site visits, respond to RFIs, review material submittals, review pay applications, prepare and process change orders, as-built survey and record drawings, and project close-out. BACKGROUND: This project is being funded through a federal HUD Grant to the City of Fayetteville in the amount of $3,000,000.00 (Resolution 279-22; HUD Grand Agreement No. B-22-CP-AR-0016). Any additional costs for the project (engineering, easement acquisition, construction) over this amount is being funded by South Cato Springs Holdings, LLC through a cost share agreement (Resolution 202-25). DISCUSSION: Crafton Tull was selected and hired for the original engineering design and permitting for this project (RFQ 22- 01, Selection #13; Res. 19-23). Amendment No. 1 will provide funds necessary for Crafton Tull to perform the following tasks: Attend the Pre-Construction Meeting, Assist the City to resolve construction issues, Daily Construction Observation, Engineer site visits as required or requested, Respond to RFIs, Review Material Submittals, Review Pay Applications, Preparation & Processing of Change Orders, As-built survey & Record Drawings, and Project Close-out.
