BACKGROUND: Residents, organizations, and businesses make donations to assist with various parks and recreation programs throughout the year. A total of $70,011 was donated to Parks, Natural Resources and Cultural Affairs in 2025 for bench donations, the Yvonne Richardson Community Center, Gulley Park Concerts, Race Series events, and Park Operations DISCUSSION: This resolution will recognize these donated funds to be allocated in the appropriate expense accounts to fulfill the intended use as designated by the donating party. Parks, Natural Resources and Cultural Affairs is very appreciative of each of these donations and attached is a list of the donations received. BUDGET/STAFF IMPACT: The budget will be increased in the amount of $70,011 within the appropriate accounts as shown on the Budget Adjustment. ATTACHMENTS: 3. Staff Review Form, 4. BACKGROUND: On December 4th, 2024, City Council passed Resolution 288-24 accepting $315,193.00 in federal-aid funds through the Northwest Arkansas Regional Planning Commission Carbon Reduction Program for the installation of lighting along the Rupple Road Trail from MLK Jr. Boulevard to Persimmon Street. On October 7th, 2025, the City Council passed Resolution 228-25 approving a supplemental agreement to accept and addition $500,000 if federal-aid funds through the Northwest Arkansas Regional Planning Commission Carbon Reduction Program for a total of $815,193.00 in federal- aid funding. Resolution 228-25 authorized Mayor Rawn to sign any additional grant related documents necessary to implement the project. Policy IC-2 gives authorization to the City Engineer or Public Works Director to sign the Authority to Advertise Request (ARDOT Form LPA-008). DISCUSSION: The Rupple Road Trail Lighting Project will install new lighting along 1.8 miles of Rupple Road, from Martin Luther King Jr. Boulevard to Persimmon Street. Lighting to be placed in the median and illuminate both the roadway and the adjacent trail, including the three roundabouts along this corridor. This project responds to significant community interest and supports the City’s broader goals for active transportation and carbon reduction. By improving visibility and safety, the lighting will help extend trail use into evening hours, allowing more residents to walk, bike, or roll as a reliable and sustainable transportation option. 2 The project is currently fully designed and is ready to be bid upon ARDOT approval with the attached letter. One set of final plans and specifications along with a copy of the preliminary cost estimate and unexecuted copy of the bid proposal will be included with this letter as requested. BUDGET/STAFF IMPACT: The total federal aid funding awarded for the project is $815,193.00. The required 20 percent local match is $203,798 for a total project funding of $1,018,991. I understand that if any project items are declared non-participating in federal funds due to failure to comply with any State or federal requirements, the City of Fayetteville will promptly repay such funds to the Arkansas Department of Transportation (ARDOT). Further, I hereby authorize the Director of the Arkansas State Department of Finance and Administration to transfer such funds from the City of Fayetteville’s Motor Fuel Tax allotment to the ARDOT’s RRA Fund upon notification by the ARDOT Director of that such funds are due ARDOT and have not been paid by the City of Fayetteville.
